6.1.C. - Page 2 <br /> Cloud. These schools were included in the grant application because they had been <br /> part of the initial SRTS efforts, had expressed interest in the program, and/or had <br /> specific conditions that impacted the number of students walking or cycling to school. <br /> Since the grant was written, the SRTS program has been extended to all schools in the <br /> Redwood City School District and RWC 2020 has received funding from the County <br /> Office of Education to provide SRTS programming. Currently 10 schools in Redwood <br /> City School District have elected to take part in the SRTS program. Kennedy School will <br /> have a walking audit completed this school year through the County Office of Education <br /> grant funds. <br /> This agreement will cover the walking/biking assessment component of the grant <br /> project. <br /> ANALYSIS <br /> Staff advertised the project's Request for Proposals (RFP) and supplied copies of the <br /> RFP to thirteen consulting firms. Five firms responded to the RFP — two declined to <br /> submit and three submitted proposals. The proposals were scored according to the <br /> following criteria: 1) project approach, 2) experience with comparable projects, 3) quality <br /> of project team, 4) ability to meet schedule, and 5) experience with federally-funded <br /> Safe Routes to Schools grants, and 6) resource allocation and cost. After reviewing the <br /> proposals, the review panel elected to interview all three teams (Alta Planning + Design, <br /> Nelson�Nygaard Consulting Associates, Inc. and TJKM Transportation Consultants). <br /> The Alta Planning + Design team was the highest rated team following the proposal <br /> review and interview. Staff recommends that Alta Planning + Design be retained to <br /> complete the Safe Routes to School Walk and Bike Assessments. <br /> Working with each school, the consultant will assess the students' ability to walk or <br /> bicycle to school, identify real and perceived barriers to walking/biking, create an <br /> infrastructure inventory along primary school routes, develop recommendations for <br /> improving the safety and convenience of walking and biking to school, provide maps to <br /> facilitate school trips, and recommend specific programming to increase the number <br /> and share of students walking and biking to school that are tailored to their particular <br /> geographic location and socio-economic characteristics. <br /> The proposed agreement is for a not to exceed amount of $76,500. <br /> ALTERNATIVE <br /> Do not authorize execution of the agreement with Alta Planning + Design and direct <br /> staff to seek additional consultant proposals. <br />
