6.1.D. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> March 25, 2013 <br /> SUBJECT <br /> Grant application to Silicon Valley Community Foundation Safety Net Services: Food <br /> and Shelter program for FY 2013-2014 to provide food and shelter services at the Fair <br /> Oaks Community Center <br /> RECOMMENDATION <br /> Approve and Authorize Parks, Recreation, and Community Services (PRCS) staff to <br /> apply for grant funding (through an RFP process) from the 2013 Silicon Valley <br /> Community Foundation Safety Net Services: Food and Shelter Program, to provide food <br /> and shelter services at the Fair Oaks Community Center. <br /> BACKGROUND <br /> The Fair Oaks Community Center is a part of the Parks, Recreation and Community <br /> Services Department providing a variety of programs and social services to the <br /> community. <br /> Since 2001, the Fair Oaks Community Center has received financial resources from the <br /> Silicon Valley Community Foundation ("Foundation") (and its predecessor foundation, <br /> the Peninsula Community Foundation). Funding initially provided support for direct <br /> client service needs (i.e. food, rental assistance, transportation assistance) and later <br /> expanded to include support for both direct client service needs and program expansion <br /> (including an Early Entry Shelter Program and funding a Public Allies position). Since <br /> 2010, the Foundation has provided $20,000 towards the core operations for Fair Oaks <br /> Community Center's Information and Referral Program. <br /> I. The Foundation's 2012 Grant Award to Fair Oaks Community Center <br /> Under the 2012 Silicon Valley Community Foundation Safety Net Services grant <br /> application process, agencies were encouraged to submit collaborative proposals for <br /> higher dollar amounts due to additional funding provided by San Mateo County. As a <br /> result, the collaborative proposal submitted by the Fair Oaks Community Center for <br /> $80,000 for FY 2012-2013 was approved. The proposal included the following three <br /> components: <br /> o The Fair Oaks Community Center Information and Referral Program providing <br /> food assistance, homelessness services, and homelessness prevention ($30,000 <br /> total including $20,000 towards core operations and $10,000 to hire Public Allies <br /> Human Services Specialist through the summer of 2012); <br />
