6.3.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> March 25, 2013 <br /> SUBJECT <br /> Resolution amending the City of Redwood City's Classification Plan <br /> RECOMMENDATION <br /> Approve, by resolution, amendments to the Public Works Superintendent Job <br /> Classification. <br /> BACKGROUND <br /> In support of the City Council's strategic initiative of efficient government operations, the <br /> existing organization of operating departments are periodically reviewed for <br /> opportunities to combine or restructure functions for increased effectiveness and <br /> efficiency. In recent years, the City has analyzed the needs and strategic direction of <br /> the City's management of maintenance functions. In 2012, the City transferred the <br /> functions of Building Maintenance and Custodial Services from the Parks, Recreation, <br /> and Community Services Department to the Public Works Division of the Community <br /> Development Department. This allowed the division to centralize the management of <br /> the fleet and facilities maintenance operations. In recent years, additional vacancies at <br /> the Superintendent level have provided the opportunity to examine further ways to <br /> restructure management functions and streamline administrative processes for <br /> increased efficiency and effectiveness. <br /> ANALYSIS <br /> With the transfer of both Building Maintenance and Repair Services and Custodial <br /> Services functions to the Public Works Division, a proposed new management structure <br /> was reviewed in consultation with Human Resources staff. The previous structure of <br /> the Public Works Division included the four functional areas of Water, Wastewater, Fleet <br /> Maintenance, and Right-of-Way Maintenance. The new structure reduces the number <br /> of divisions and superintendents from four to three by combining Water and Wastewater <br /> divisions (now the Utilities Division), combining the Building Maintenance and Custodial <br /> Services functions with Fleet Maintenance (now the Fleet and Facilities Division), and <br /> Right-of-Way Maintenance. Administrative functions would be centralized under the <br /> existing Management Analyst II position. With the reduction of one Superintendent <br /> position, an additional analyst position would be added to provide support in areas <br /> formerly handled by line management. <br /> The job description of Public Works Superintendent was reviewed and changes were <br /> proposed by human resources staff to reflect the duties and responsibilities under the <br />
