6.4.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> April 8, 2013 <br /> SUBJECT <br /> Comprehensive 2013 Zoning Ordinance Amendment <br /> RECOMMENDATION <br /> Waive second reading and adopt an Ordinance amending the Zoning Ordinance to <br /> establish the Mixed-Use Neighborhood District under Article 54, establish the Mixed- <br /> Use Live/Work District under Article 55, establish the Light Industrial Incubator District <br /> under Article 17A, establish the Emergency Shelter Combining District and repeal the <br /> Pedestrian Shopping Combining District under Article 25, modify the Commercial Park <br /> District under Article 16, repeal Article 16A in its entirety, modify the Commercial Office <br /> District under Article 29, amending the Zoning Map to designate the boundaries of the <br /> newly established districts, and making corresponding revisions to Articles 2, 3, 30, 31, <br /> and 53. <br /> BACKGROUND <br /> The Planning Commission held a public hearing on this item on January 29, 2013 and <br /> February 5, 2013 and recommended that the City Council adopt the proposed General <br /> Plan Amendment and Comprehensive 2013 Zoning Ordinance Amendment. This item <br /> was introduced by the City Council on March 11, 2013. <br /> ANALYSIS <br /> Article 41, sections 41.5 and 41.6, of the Zoning Ordinance establishes the process for <br /> amending the Zoning Ordinance. Pursuant to that, staff recommends that the City <br /> Council adopt the Comprehensive 2013 Zoning Ordinance Amendment. <br /> The zoning regulations proposed in the Comprehensive 2013 Zoning Ordinance <br /> Amendment are a continued implementation of the new General Plan as discussed on <br /> pages BE-60 and BE-61. Implementation will guide development with respect to land <br /> use, form, setbacks, height, parking, and other zoning standards in the affected parts of <br /> the City. More specifically, the amendment would implement four of the General Plan's <br /> new land use designations that were proposed in the Urban Form and Land Use section <br /> of the Built Environment chapter, as follows: <br /> • Mixed Use — Neighborhood. <br /> • Mixed Use — Live/Work. <br /> • Light Industrial Incubator Overlay. <br /> • Commercial Office Professional/Technology. <br />
