6.4.A. - Page 2 <br /> The proposed amendment also includes revisions to other parts of the Zoning <br /> Ordinance for consistency with the new regulations and the goals of the General Plan <br /> and for consistency with State law as follows: <br /> • Article 2 — Definitions. <br /> • Article 3 — Designation of Districts. <br /> • Article 16A— Industrial-Business Transition (IBT) District. <br /> • Article 25 — Combining Districts. <br /> • Article 30 — Off-Street Parking and Loading. <br /> • Article 31 — Special Provisions. <br /> • Article 53 — Mixed Use Corridor. <br /> Public inputs on the basic concepts in the Comprehensive 2013 Zoning Ordinance <br /> Amendment were vetted with the community during the outreach for the General Plan. <br /> Specific to the Comprehensive 2013 Zoning Ordinance Amendment effort, four public <br /> workshops were held in January of 2012 prior to the creation of the draft zoning <br /> language. During the Planning Commission public hearing additional input was received <br /> from an existing business, which resulted in a revised version of the draft ordinance to <br /> the Planning Commission, which the Planning Commission accepted. Following the <br /> Planning Commission's recommendation, the City Council held a duly noticed public <br /> hearing on March 11, 2013, at which time the Comprehensive 2013 Zoning Ordinance <br /> Amendment was introduced. <br /> ALTERNATIVES <br /> Adopt the Comprehensive 2013 Zoning Ordinance Amendment with minor revisions, <br /> such as to the allowed uses or form-based regulations. <br /> FISCAL IMPACT <br /> Based on the success of the Downtown Precise Plan and the Mixed Use Corridor <br /> Zoning Ordinance Amendment, the Comprehensive 2013 Zoning Ordinance <br /> Amendment is expected to stimulate private development and investment as developers <br /> take advantage of the progressive nature of the zoning and the certainty that it brings to <br /> the entitlement process. <br /> ENVIRONMENTAL REVIEW <br /> A General Plan Final Environmental Impact Report (EIR) (previously provided under <br /> separate cover) was prepared and certified by the City on October, 11 2010, in <br /> connection with the adoption of the new General Plan. The General Plan EIR has been <br /> reviewed and an Addendum to the EIR (EIR Addendum) was prepared for the <br /> Comprehensive 2013 Zoning Ordinance Amendment (Attachment 2). The EIR <br /> Addendum demonstrates and finds that the proposed Comprehensive 2013 Zoning <br /> Ordinance Amendment is subject to prior environmental review under the California <br /> Environmental Quality Act (CEQA), that there are no new significant impacts nor any <br /> increase in the severity of previously identified impacts, and that no change in <br /> circumstance has occurred with respect to the EIR and the proposed Comprehensive <br />
