6.4.A. - Page 92 2.0 Project Description <br /> 1.0 Introduction and Statement of Purpose <br /> The City of Redwood City, as Lead Agency, has authorized preparation of this Addendum to the Final <br /> Program Environmental Impact Report (FEIR) for the New General Plan for Redwood City (State <br /> Clearinghouse No. 2010052034). This Addendum considers the multiple Zoning Ordinance Amendments <br /> drafted to implement New General Plan policy direction. The Zoning Ordinance is Ordinance No. 1130 of <br /> the Redwood City Municipal Code. Proposed amendments include three new sections of the Zoning <br /> Ordinance and multiple amendments to existing sections. Amendments representing the new sections of <br /> the Zoning Ordinance include: <br /> • Mixed Use Neighborhood District Zoning Ordinance Amendment (Article 54) <br /> • Mixed Use Live/UVork District Zoning Ordinance Amendment (Article 54) <br /> • Light Industrial Incubator District Zoning Ordinance Amendment (Article 17A) <br /> Two existing Sections of the Zoning Ordinance, Article 29: Commercial Office District and Article 16: <br /> Commercial Professional District, were updated to implement General Plan land use policy with regard to <br /> the Commercial Office Professional/Technology General Plan land use designation. Amendments to <br /> existing Zoning Ordinance Articles related to specific uses or development standards include: Article 30: <br /> Parking (parking standards for new zoning districts), Article 31: Special Uses and Provisions (introduction <br /> of a new special uses -- hotels and assisted living facilities), and Article 3: Designation of Districts (to <br /> reference new zoning districts). Amendments also include changes to the Redwood City official Zoning <br /> Map. These multiple Zoning Ordinance Amendments are referred to herein in as the "Comprehensive <br /> 2013 Zoning Amendment." The Comprehensive 2013 Zoning Ordinance Amendment is a subsequent <br /> activity within the scope of the project covered in the Program FEIR for the New General Plan. The <br /> purpose of this Addendum is to demonstrate and find that the proposed Comprehensive 2013 Zoning <br /> Ordinance Amendment was subject to prior environmental review pursuant to the California <br /> Environmental Quality Act, known as CEQA (California Public Resources Code, Section 21000 et seq.), <br /> and the CEQA Guidelines (California Code of Regulations, Section 15000 et seq.), and that no change in <br /> circumstances has occurred with respect to the project (FEIR and Comprehensive 2013 Zoning <br /> Ordinance Amendment) or the environment affected by the project that would alter prior environmental <br /> findings, conclusions, or mitigation measures. <br /> 1.1 Background <br /> On October 11, 2010, the City Council of Redwood City certified the FEIR for the New General Plan for <br /> Redwood City and adopted by resolution a comprehensive update of the Redwood City General Plan. <br /> The City Council then initiated the drafting of amendments to the Zoning Ordinance and other measures <br /> to implement the General Plan, including the completion and revision of documents, procedures, and <br /> policies. With regard to Zoning Ordinance amendments, the General Plan outlined priorities to implement <br /> targeted land use policy. A General Plan implementation program states that the City will utilize a phased <br /> approach to drafting Zoning Amendments to implement new General Plan designations. The phased <br /> approach allows for quick implementation and ensures that priority development areas are provided with <br /> implementing zoning expediently. The General Plan prioritized Zoning Ordinance Amendments for the <br /> Mixed Use - Downtown General Plan land use designation, followed by the Mixed Use - Corridor General <br /> Plan land use designation and other mixed use land use designations. The General Plan directed <br /> amendments to the Zoning Ordinance to implement these General Plan land use designations first (within <br /> one year of adoption of the General Plan). The Mixed Use- Downtown General Plan land use designation <br /> was implemented through the recently adopted Downtown Precise Plan. An EIR was prepared and <br /> certified for the Downtown Precise Plan on January 24, 2011. Following adoption of the Downtown <br /> Precise Plan, the City then proceeded with the drafting of a Zoning Ordinance Amendment to implement <br /> the Mixed Use - Corridor General Plan land use designation. The Mixed Use - Corridor Zoning Ordinance <br /> amendments were drafted and adopted in June 2011. Subsequently, the City initiated multiple additional <br /> amendments, as prescribed by the General Plan, to implement General Plan land use designations and <br /> Redwood City <br /> Comprehensive 2013 Zoning Amendment Page 2 of 51 Addendum to General Plan FEIR <br />
