2.oPro�E6.4.A. - Page 93 policy. These amendments are consolidated and represented here as the Draft Comprehensive 2013 Zoning Ordinance Amendment. The City prepared the Draft Comprehensive 2013 Zoning Ordinance Amendment in compliance with policies and implementation measures specified in the General Plan. The Planning Commission and City Council will conduct public hearings on and consider the Draft Comprehensive 2013 Zoning Ordinance Amendment, thereby accomplishing a key implementation action called for by the General Plan. The General Plan FEIR assessed the potential environmental effects of the adoption and long-term implementation of the General Plan, specifically including all policies and implementation programs such as updates to the Zoning Ordinance to implement the General Plan. As a program EIR, the General Plan FEIR expressly contemplates serving as the environmental document for subsequent actions called for under the General Plan, including the rezoning of property. As such, the FEIR covers this subsequent update of the City's zoning regulations (the proposed Comprehensive 2013 Zoning Ordinance Amendment), including revisions to the City's zoning map and text, to implement new General Plan land use designations and accomplish General Plan objectives. The General Plan FEIR serves as the environmental document for the Comprehensive 2013 Zoning Ordinance Amendment. 1.2 Legal Requirements Section 15168 of the CEQA Guidelines allows a program EIR to be prepared for "a series of actions that can be characterized as one large project."Activities within the program that occur after the program EIR is adopted "must be examined in the light of the program EIR to determine whether an additional environmental document must be prepared." If the lead agency finds that none of the conditions listed in Section 15162(a) of the Guidelines are present (as outlined below), it can approve the activity as being within the scope of the project covered by the program EIR without preparing a new environmental document. (CEQA Guidelines, Section 15168(c)(2)). Per Section 15162(a) of the CEQA Guidelines, when an EIR or negative declaration for a project has been prepared, a subsequent EIR is required for the project if: 1) Substantial changes are proposed in a project which will require major revisions of the previous EIR or negative declaration due to the involvement of new significant environmental effects or a substantial increase in the severity of previously identified significant effects; or 2) Substantial changes occur with respect to the circumstances under which the project is undertaken which will require major revisions of the previous EIR or negative declaration due to the involvement of significant new environmental effects or a substantial increase in the severity of previously identified significant effects; or 3) New information of substantial importance, which was not known and could not have been known with the exercise of reasonable diligence at the time the previous EIR was certified as complete or the negative declaration was adopted, shows any of the following: a) The project will have one or more significant effects not discussed in the previous EIR or negative declaration; b) Significant effects previously examined will be substantially more severe than shown in the previous EIR; c) Mitigation measures or alternatives previously found not to be feasible would in fact be feasible, and would substantially reduce one or more significant effects of the project, but the project proponents decline to adopt the mitigation measure or alternative; or Redwood City Comprehensive 2013 Zoning Amendment Page 3 of 51 Addendum to General Plan FEIR
