6.4.A. - Page 94 2.0 Project Description <br /> d) Mitigation measures or alternatives which are substantially different from those analyzed in <br /> the previous EIR would substantially reduce one or more significant effects on the <br /> environment, but the project proponents decline to adopt the mitigation measure or <br /> alternative. <br /> The Guidelines state that a lead agency "shall prepare an addendum to a previously certified EIR if some <br /> changes or additions are necessary but none of the conditions described in Section 15162 calling for <br /> preparation of a subsequent EIR have occurred" (CEQA Guidelines, Section 15164[a]). The Guidelines <br /> also state that an addendum need not be circulated for public review but can be included in or attached to <br /> the prior environmental documentation for consideration by the decision-making body. However, "a brief <br /> explanation of the decision not to prepare a subsequent EIR pursuant to Section 15162 should be <br /> included in an addendum to an EIR, the lead agency's required findings on the project, or elsewhere in <br /> the record" (CEQA Guidelines, Section 15164[e]) and supported by substantial evidence. The subsequent <br /> sections of this Addendum provide the explanation of the decision not to prepare a subsequent EIR and <br /> the related substantial evidence. Although the City is not required to prepare an addendum or any other <br /> environmental document for the Comprehensive 2013 Zoning Ordinance Amendment, the City has, <br /> nonetheless, decided to prepare an addendum to provide substantial evidence related to the project for <br /> the administrative record. <br /> The specific components of the Comprehensive 2013 Zoning Ordinance Amendment are assessed in this <br /> Addendum, and compared to findings and environmental review in the FEIR. The Draft Comprehensive <br /> 2013 Zoning Ordinance Amendment implements the General Plan and was, therefore, duly considered in <br /> the FEIR analysis for the General Plan Update. The subsequent sections of this Addendum support this <br /> determination. <br /> 1.3 Conclusion <br /> The 2010 FEIR for the Redwood City General Plan examined the environmental effects associated with <br /> the adoption and long-term implementation of the Redwood City 2030 General Plan. The purpose of the <br /> 2010 FEIR was to review conditions, analyze potential environmental impacts, identify General Plan <br /> policies and implementation measures, and identify additional mitigation measures to reduce potentially <br /> significant effects of the proposed General Plan. A key assumption for both the General Plan and General <br /> Plan FEIR was that the goals, policies, and implementation measures contained in the General Plan will <br /> be implemented. <br /> Since certification of the 2010 FEIR, the City has completed a Comprehensive 2013 Zoning Ordinance <br /> Amendment, including four new sections to the Zoning Ordinance and revisions to seven existing <br /> sections of the Zoning Ordinance. The key objective of the Comprehensive 2013 Zoning Ordinance <br /> Amendment is to put into effect policies and implementation measures identified in the General Plan as <br /> related to the Mixed Use - Neighborhood, Mixed Use - Live/UVork, Commercial - Office <br /> Professional/Technology, and Light Industrial Incubator Overlay General Plan land use designations and <br /> directly implement specific policies and implementation programs in the Land Use and Housing Elements <br /> related to assisted living facilities and comprehensive employment centers and amenities. As <br /> documented in this Addendum, this Zoning Ordinance amendment will not result in any of the <br /> circumstances cited in the CEQA Guidelines, Section 15162(a) that would require preparation of a <br /> subsequent EIR. Section 3.0 outlines all impacts identified in the 2010 FEIR and assesses the level of <br /> impact that the Comprehensive 2013 Zoning Ordinance Amendment could have on the environment. No <br /> additional impacts are identified, and no impacts would be made more severe by the Comprehensive <br /> 2013 Zoning Ordinance Amendment. Furthermore, the Comprehensive 2013 Zoning Ordinance <br /> Amendment does not introduce any new mitigation measures, nor does it conflict with or affect any <br /> existing mitigation measures. <br /> As required by Guideline 15168(c)(2) and outlined in Section 4.0 of this Addendum, the City hereby <br /> determines, based on the findings set forth in Section 4.0 herein, that no new effects could occur or no <br /> new mitigation measures would be required, and, therefore, that the Comprehensive 2013 Zoning <br /> Redwood City <br /> Comprehensive 2013 Zoning Amendment Page 4 of 51 Addendum to General Plan FEIR <br />
