The City has, nonetheless, decided to prepare an addendum to <br /> provide substantial evidence to that end. <br /> 2.0 Project Description <br /> This Project Description section provides is divided into three parts. The first section (2.1) provides a <br /> description of the General Plan policy direction that provided the framework for the Comprehensive 2013 <br /> Zoning Ordinance Amendment. Section 2.2 provides information on the consistency between General <br /> Plan land use designations and implementing zoning districts. Section 2.3 provides a summary of the <br /> project characteristics and specific details of each individual Zoning Amendment. <br /> 2.1 General Plan Policy Direction <br /> The City of Redwood City adopted a comprehensive update to the General Plan in 2010, to be the <br /> community's most important and dynamic planning tool. The General Plan established new policies, <br /> goals, and implementation programs for the long-term physical development of the community, <br /> constituting the blueprint for how the City will look, how development will occur, and providing a <br /> framework for the provision of City programs and services. The General Plan responds to new State laws <br /> and addresses housing, urban form, circulation, atmosphere and climate, water resources, child care, <br /> seniors, health, historic resources, economic development, safety, and sustainability initiatives in the City. <br /> The General Plan represents a transformation from the prior 1990 General Plan.
