In general, prioritize <br /> zoning designation revisions that support housing, i.e. zoning designations that <br /> would implement residential and mixed use General Plan designations and would <br /> facilitate development of opportunity sites identified in the Housing Element. <br /> Complete commercial and industrial zoning revisions subsequently, while <br /> monitoring the city's jobs:housing balance, vacancy rates, water demand and <br /> availability, and opportunities over time. Continue to track the jobs:housing <br /> balance and water availability throughout the life of the Plan, and adjust zoning <br /> allowances accordingly to achieve sustainability objectives and support strategic <br /> opportunities. <br /> ■ Establish transition zones or buffers between differing land use types and/or <br /> densities and intensities. <br /> ■ Review regulations governing building setbacks, the location of parking lots, and <br /> reduced parking requirements to create a more pedestrian-oriented and walkable <br /> built environment. These amended zoning requirements shall be applied to <br /> selected areas of Redwood City such as transit corridors (EI Camino Real, <br /> Woodside Road, Broadway) and high-density neighborhoods where transit- and <br /> pedestrian-oriented mixed use and high-density residential development could <br /> take place. <br /> ■ Establish a zone where live/work, studios, and crafts spaces are allowed. <br /> Establish standards and permitting procedures for those uses, including roadside <br /> signage, parking, and other standards as appropriate. <br /> ■ Structure zoning regulations to allow a broad range of commercial and industrial <br /> uses consistent with economic development goals and land use objectives. <br /> ■ Reduce parking requirements in areas located in proximity to quality transit, <br /> particularly high-density residential and mixed-use infill development. <br /> ■ Consider the impact of new development standards creating nonconforming uses <br /> throughout the community. <br /> Timeframe: Immediate, Short Range, Ongoing <br /> Responsible Party: Planning Division <br /> Funding Sources:General Fund <br /> The New Redwood City General Plan created the foundation for future revisions to the City's Zoning <br /> Ordinance (Ordinance No. 1130 of the Redwood City Municipal Code). The General Plan guides the City <br /> toward a future envisioned by residents, the business community, and City leaders. The Zoning <br /> Ordinance, in concert with adopted precise plans throughout the City, is one of the primary regulatory <br /> tools for working to implement that vision. <br /> To implement the policy direction for Mixed Use - Neighborhood, Mixed Use - Live/UVork, Light Industrial <br /> Incubator Overlay, and Commercial - Office Professional/Technology land use designations, as well as <br /> standards for emergency shelters, assisted living facilities, and hotels, the Comprehensive 2013 Zoning <br /> Ordinance Amendment includes allowed use standards; open space regulations; sidewalk, setback, <br /> landscaping, and other development regulations; parking and storage regulations; height, density, and <br /> intensity regulations; farade composition and architectural regulations; and new definitions. <br /> The Comprehensive 2013 Zoning Ordinance Amendment was drafted pursuant to General Plan direction. <br /> In addition, the Comprehensive 2013 Zoning Ordinance Amendment has been formatted to improve ease <br /> of use including language to avoid ambiguities. To this end, a number of new definitions were added to <br /> Article 2: Definitions in the Zoning Ordinance. Additionally, parking regulations for the new Zoning <br /> Districts were clarified in Article 30: Off-Street Parking and Loading. Article 3: Designation of Districts was <br /> also revised to establish and designate the new Zoning Districts. <br /> Both the General Plan and Zoning Ordinance regulate how development projects must proceed.
