Housing Element Program H-6 directed the City to: <br /> • Revise the Zoning Ordinance to specifically identify assisted living facilities. Develop objective <br /> standards of approval and identify appropriate zoning districts where assisted living facilities <br /> should be permitted. <br /> The Comprehensive 2013 Zoning Ordinance Amendment includes a revision to an existing section of the <br /> Zoning Ordinance, Article 31: Special Provisions, specifically 31.1 — Purpose, to clarify the Article's <br /> purpose, and a new section, 31.2—Assisted Living Facilities, to establish site development standards. <br /> Hotels <br /> The General Plan provided policy direction to accommodate employment centers in certain areas of the <br /> City. <br /> ■ Provide areas for diverse employment and business opportunities with optimum commute <br /> access. <br /> ■ Encourage the success and vitality of Employment Centers that provide quality work and working <br /> environments for employees. <br /> ■ Encourage Employment Centers to incorporate accessory uses such as public open space and/or <br /> trails, transit amenities, child care facilities, and supportive retail uses based on the size and <br /> location of the development. <br /> ■ Encourage and facilitate the establishment of child care facilities in proximity to large employment <br /> areas such as Downtown, south Broadway, Redwood Shores, the Kaiser and Sequoia Hospital <br /> areas, and near high-density residential areas and transit nodes. <br /> The Comprehensive 2013 Zoning Ordinance Amendment implements these policies by permitting hotels <br /> in certain districts, and in conjunction with application of the Article 31.5- Hotels, introduces FAR <br /> standards to facilitate continued evolution of existing hotels and provide flexibility in the design of future <br /> hotels, encouraging child care facilities and other public amenities. <br /> 2.2 Consistency Requirement <br /> Policy BE-22.1 of the General Plan states: Strive for consistency between the General Plan and the <br /> Zoning Ordinance and other local regulatory documents that implement General Plan policies. <br /> Implementation Program BE-1 calls the City to amend the Zoning Ordinance and Map to reflect the <br /> policies outlined in the General Plan. Components of Program BE-1 that pertain to the Comprehensive <br /> 2013 Zoning Ordinance Amendment are included here: <br /> Program BE-1: Amend Zoning Ordinance and Map. Update the Zoning Ordinance and Zoning map <br /> to reflect the General Plan Land Use Map upon adoption of the General Plan. Create <br /> zoning districts as needed to implement the Land Use and Urban Form Chapter. <br /> Establish specific development standards for each newly created zoning district. <br /> ■ Using the Downtown Precise Plan as an example, explore the potential for form- <br /> based standards that would emphasize pedestrian orientation, access to transit, <br /> and integration of land uses. Implement the updated Zoning Ordinance and Map <br /> over time. <br /> ■ Complete Zoning Ordinance revisions to implement the General Plan as <br /> expediently as possible, utilizing a phased approach to allow priority <br /> development areas to be implemented first. Specifically, prioritize adoption of the <br /> Downtown Precise Plan (in progress) and zoning designations for Mixed Use - <br /> Corridor, Mixed Use - Neighborhood, and Mixed Use - Waterfront (within one <br /> year of adoption of the General Plan). The Housing Element identifies vacant and <br /> underutilized sites that would accommodate an estimated 6,348 new units.
