It also increases protections for providers seeking to open a new emergency shelter, <br /> transitional housing or supportive housing development, by limiting the instances in which local <br /> governments can deny such developments. Applicable to all cities and counties in California, SB 2 took <br /> effect January 1, 2008. Subject to important limitations described below, SB 2: <br /> • Requires all cities and counties ("localities'� to provide at least one zoning category in which <br /> emergency shelters can be located without discretionary approval from the local government. <br /> The zoning category must be identified in the locality's housing element, and include sites with <br /> sufficient capacity to meet the local need for emergency shelter. <br /> • Requires that all localities provide at least one such site. <br /> • Expands the Housing Accountability Act, to prohibit localities from denying a proposal to build an <br /> emergency shelter, transitional housing or supportive housing if it is needed and otherwise <br /> consistent with the locality's zoning and development standards. <br /> As outlined in Program H-13 of the Housing Element, the City committed to amend the Zoning Ordinance <br /> and create a new zoning district or overlay to permit emergency shelters by right, to comply with SB 2. <br /> Program H-13 also specified: <br /> • The overlay will total at least 12 acres and be applicable to areas of the Light Industrial zoning <br /> district and the new zoning district that will implement the Mixed Use - Live/UVork General Plan <br /> designation established as part of the General Plan. Subject emergency shelters to the same <br /> development standards as similar uses. Develop additional written, objective standards of <br /> approval for emergency shelters as permitted under housing element law. <br /> The Comprehensive 2013 Zoning Ordinance Amendment includes a new section, Article 25.8: <br /> Emergency Shelter Combining District, which outlines the purpose, permitted uses, uses standards, and <br /> development standards for emergency shelters within the new combining zoning district. These standards <br /> comply with the parameters of SB 2 and the direction provided in the General Plan. <br /> Assisted Living Facilities <br /> The Housing Element noted the rising needs of the aging baby boomers. To meet such needs, the <br /> Housing Element encourages the provision of more innovative housing types that may be suitable for <br /> seniors, including shared-housing arrangements, community care facilities, supportive housing, and <br /> assisted living for seniors. Assisted living facilities are designed for elderly individuals needing assistance <br /> with activities of daily living but desiring to live as independently as possible for as long as possible. Such <br /> facilities bridge the gap between independent living and nursing homes, and offer residents help with <br /> daily activities such as eating bathing, dressing, laundry, housekeeping, and assistance with medications. <br /> Redwood City <br /> Comprehensive 2013 Zoning Amendment Page 8 of 51 Addendum to General Plan FEIR <br />
