9.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> April 8, 2013 <br /> SUBJECT <br /> Housing Element 2012 Annual Progress Update <br /> RECOMMENDATION <br /> Consider the Housing Element 2012 Annual Progress Report before sending the report <br /> to the Department of Housing and Community Development. <br /> BACKGROUND <br /> In October 2010, the City of Redwood City adopted a new General Plan. As part of the <br /> implementation of the General Plan, each year the City prepares annual progress <br /> reports for both the General Plan, as a whole, and the Housing Element. The General <br /> Plan Annual report is submitted to the Governor's Office of Planning and Research <br /> (OPR). Staff will present this report to the City Council for consideration at a future <br /> public hearing prior to submitting it to OPR. The Housing Element Annual Progress <br /> report, which is the subject of this staff report, is submitted to the Department of <br /> Housing and Community Development (HCD). (Attachments 1 & 2) <br /> Housing Element progress reports provided to HCD, must be presented at a City <br /> Council meeting so that the public is given the opportunity to present oral or written <br /> comments. This process is consistent with the City's actions last year, when the <br /> Council heard the item at its May 21, 2012 meeting. Submittal of an annual report to <br /> the State is also one of the threshold requirements to qualifying for some State funding <br /> opportunities, including Transportation Grants (One Bay Area Grants (OBAG) and <br /> Transit-Oriented Housing Incentive Grants) and Parks (HRP) Program funds. <br /> ANALYSIS <br /> The Housing Element Annual Progress report includes information on Redwood City's <br /> progress in addressing the regional housing need allocation (RHNA), including the <br /> number of housing units produced by income level, the status of Housing Element <br /> program implementation and efforts to remove governmental constraints. (Attachments <br /> 1 & 2). <br /> Redwood City continues to make progress on meeting its General Plan Housing <br /> Element goals, policies, and implementation programs since the Housing and <br /> Community Development (HCD) Department certified the City's Housing Element on <br /> December 13, 2010. For example, opportunities for additional housing have become <br /> available through the implementation of the Downtown Precise Plan, designation of <br />
