9.A. - Page 2 <br /> mixed use corridor districts, and other housing goals and implementation programs. <br /> Staff will continue to update the Zoning Ordinance to implement General Plan policy, <br /> including housing programs to meet the Regional Housing Needs Allocation (RHNA) <br /> objectives. <br /> Redwood City's ability to provide housing units affordable to very low, low and moderate <br /> income households has been recently challenged by: 1) the 2009 Palmer/Sixth Street <br /> Properties L.P. v. City of Los Ange/es case that invalidated Inclusionary Ordinances as <br /> they apply to rental housing; 2) the elimination of Redevelopment, including the <br /> associated 15% affordable housing unit requirement; and 3) reduction in other Federal <br /> and State funding sources for affordable housing. For example, with the elimination of <br /> Redevelopment, the former Redwood City Redevelopment Agency (RDA) had over <br /> $12,000,000 in affordable housing funds, over $10,000,000 of which should go to <br /> Redwood City, as the housing successor to the RDA. However, the State, as part of the <br /> dissolution process, has ordered Redwood City to relinquish all affordable housing <br /> funds. Redwood City and the Successor Agency to the former RDA are in the process <br /> of filing a law suit against the State to retain these funds. If the City and Successor <br /> Agency prevail in that suit, the City would use the funds for affordable senior housing on <br /> the Bradford Street site and/or for an affordable housing project on the City's Heller <br /> Street site and/or to facilitate other affordable projects. <br /> For comparison purposes, Attachment 3 provides a summary of the assigned 2007- <br /> 2014 RHNA numbers approved by and for all San Francisco Bay Area jurisdictions, <br /> including Redwood City.
