By motion, approve the Parcel Map for lot merger at 145 Monroe Street. <br /> 2. By motion, approve and authorize the City Manager to execute a quitclaim deed <br /> in favor of Elan Redwood City, LLC, for a storm drain line traversing the property. <br /> 3. By motion, approve and authorize the City Manager to execute an Improvement <br /> Agreement with Elan Redwood City, LLC. <br /> 4. By motion, approve and authorize the City Manager to execute a Landscape <br /> Maintenance Agreement with Elan Redwood City, LLC. <br /> 5. By motion, approve and authorize the City Manager to execute a Stormwater <br /> Treatment Measures Maintenance Agreement with Elan Redwood City, LLC. <br /> BACKGROUND <br /> The project is a 6-story, 304 unit, for-rent apartment development, with one level of <br /> subterranean parking, and one level of podium parking. On October 9, 2012, the <br /> Planning Commission approved the project's Downtown Planned Community Permit. <br /> The site formerly housed a storage yard, single family home, and light industrial uses. <br /> ANALYSIS <br /> The developer's engineer completed the parcel map, improvement plans, and <br /> specifications compliant with the Subdivision Map Act, Redwood City Ordinances, City <br /> Standards, and to the satisfaction of the City Engineer. The parcel map merges nine <br /> existing parcels into one. Improvements include new sewer, storm and water services, <br /> public storm and water mains, sidewalk modifications per powntown Precise Plan <br /> standards, trees, pedestrian lighting and stormwater treatment measures. The project <br /> also creates a lane between Wilson Street and Monroe Street for public use as required <br /> by the Downtown Precise Plan. <br /> An existing storm drain traverses the project site and is proposed for abandonment by <br /> this project. The developer's engineer has worked with staff to reroute this drainage to <br /> Franklin Street. The City is quitclaiming its interest in the existing storm drain prior to <br /> abandonment and rerouting. <br /> Three agreements are proposed between the developer and the City for this project. <br /> First, the Improvement Agreement guarantees future construction of public <br />
