Based on substantial evidence in the record, the proposed <br /> Comprehensive 2013 Zoning Ordinance Amendment is within the scope of the <br /> previously certified EIR for the purposes of CEQA. <br /> d. As set forth in CEQA Guidelines section 15162(a), there are no new <br /> significant impacts nor any increase in the severity of previously identified impacts and <br /> no new mitigation measures are required beyond those identified in the EIR. <br /> e. Pursuant to Guidelines section 15091(e), the documents and other <br /> materials that constitute the record of proceedings upon which the Planning <br /> Commission has based its decision are located in and may be obtained from, the Office <br /> of the City Clerk at 1017 Middlefield Road, Redwood City, California. The City Clerk is <br /> the custodian of records for all matters before the City. <br /> Section 15. If any section, subsection, clause or phrase of this Ordinance is for <br /> any reason held to be invalid, such decision shall not affect the validity of the remaining <br /> portion or sections of the Ordinance. The City Council of the City of Redwood City <br /> hereby declares that it would have adopted the Ordinance and each section, <br /> subsection, sentence, clause or phrase thereof irrespective of the fact that any one or <br /> more sections, subsections, sentences, clauses or phrases be declared <br /> unconstitutional. <br /> Section 16. The City Clerk shall publish this Ordinance in accordance with <br /> applicable law. <br /> Section 17.
