<br /> - •• The Port of Redwood City(Port),located 18 nautical miles south of San Francisco,is the only deep-water
<br /> port in South San Francisco Bay. The Port specializes in international bulk, break-bulk, and specialized
<br /> cargo services. The Port is under jurisdiction of the USCG Sector San Francisco and is part of the Captain
<br /> of the Port's AMSP. The Port of Redwood City controls the 120-acre port complex and adjacent
<br /> waterway. Strategically located between San Francisco and the rapidly growing Silicon Valley/San lose
<br /> region,the Port provides excellent inland transportation access via U.S Highway 101 and Union Pacific
<br /> Railroad. The Port has 5 wharves that can operate on a 24/7 basis via ship unloading conveyors,
<br /> pipelines,and hoppers. James Skinner,Chief—Redwood City Fire Department,is the Fire Department's
<br /> authorizing official for entering into a grant agreement. Martin Schutt, the Fire Department's Marine
<br /> Unit Supervisor, is the primary point of contact for management of the project as outlined in this
<br /> application. The Redwood City Fire Department(RCFD) is a local agency and is a division of the City of
<br /> Redwood City. The City is governed by a City Council and a Fire Chief, who is appointed by the City
<br /> Council, manages the Fire Department. As a local agency,the Fire Department is mandated to remain
<br /> compliant with various state/federal security and emergency response requirements. The Fire
<br /> DepaKment plays a primary role in layered protection for the City and Port of Redwood City. Protection
<br /> is both coordinated and provided for in several methods by the Fire Department force and its
<br /> cooperatives. Externally,the Fire Department coordinates efforts with local (City/County), state(EMA),
<br /> and federal (DHS)entities;this includes all organizations and branches that fall under such jurisdictions.
<br /> These agencies play key roles in the Port of Redwood City's Facility Security and Emergency Response
<br /> Plans. Coordination through exercise, occasional meetings/conferences, and maintenance of
<br /> relationships through Memoranda of Understanding keep all agencies aware of current responsibilities.
<br /> A Port Security Committee has been established to communicate these needs and consistently enhance
<br /> maritime safety and security;the RCFD is part of this committee.
<br /> Deep-water facilities and efficient service has enabled the Port of Redwood City to become the fastest
<br /> growing "small" bulk port in California. Focusing on development efforts on dry-bulk, break-bulk and
<br /> specialized cargoes,the Port has experienced phenomenal growth in a very short span of time. In nearly
<br /> twenty(20)years,tonnage has risen from 200,000 metric tons to nearly 2,000,000 metric tons annually.
<br /> Current activity brings approximately 150 vessel visits annually. The Port is also adding additional marine
<br /> use tenants that will use the complex to import/export cargo. With increasing demand for aggregates
<br /> and other construction materials in the San Francisco Bay Area,the Port is expecting annual tonnage and
<br /> vessel arrivals to continually increase. The Port is also home to several hazardous materials facilities,
<br /> including Clean Harbors, Seaport Environmental,and Univar. Facilities include chemical and petroleum
<br /> storage tanks for a variety of different chemicals, petroleum products,and hazardous wastes(chlorine,
<br /> sulfuric acid, hydrochloric acid, phosphoric acid, nitric acid,sodium hydroxide,sodium bisulfate,sodium
<br /> hypochlorate, potassium hydroxide, gasoline, diesel,trans-mix,flammable waste, etc.). Up to nine full
<br /> railcar and several trucks used to transport ha2ardous materials are located within the Port complex at
<br /> any time. The Port of Redwood City is in charge of security for the entire Port complex,including these
<br /> chemical,petroleum,and hazardous waste facilities.
