The City considered the revisions to the project and prepared a Revised Fir►a1 EIR.to aid th
Plannng Gommiasion and the public in understanding the changes and the effects of the changes
to the pro,ect.
New Application
The applicaut withdrew the origin application ard svbmitted a nr Plannad Development
Permit appication on Septembcr 9,20I 1. The new application isr a project that is smaller in
scope and scae than the ariginal application, covering less land area, and resulting in two fewer
residences. 'I'he new project would therefore resut in overall reduced environmental impacts
whe campared with the impacts of the origal ProJ ect.
A brief comparison(by envirorunental topic)betwen the ariginal application and the aew
reduced-scope application is provided below:
Aesthetics: The reduced nwnber of proposed rsidences would reduce the c,hange to the
landscape and views. The amount of proosed apen spwnuld stay thsame as in the
Uzaft EIR.
Air Quality: The revised project would result in less soil dishu'bance with the elimination
of two of the proposed residences, which would reduce the amount af dust generate
drxring construction ativities. Construction of fewer residenees would also reduce the
amount of eriteria pollutants produtced from construction vlucles and constructian
aetivities. Fewer resideoces wauld mean fewer criteria po11u#ants fmm velsicles over
tine.
Biologieal Resourees; Therevised project wonld have less efcct on vegettion aiad
wi.ldlife due to the rduced area of d.isturbance.
• Cultural Resarces: The rerrised project would have a rduce.pptential to affct
previously undiscovered culturai resources due to the reiuc.ed rea of disturbance.
• GeoIogy, Soils, and Sesmicity. The revised pmject would reduce the effects an geolog',
gealogic hazards, sails, aa►d seismicaty duto the reduced area of ground disturbance.
Haxa, rds amd Hazardous Matcriats: The revised prvject would reduce the cffects relafied fio
hazands and hazardous materials by reducing the volume ofhazardous matenals tbat
wauld be used dtring residentia.consiruction.
• Hydrology auxd Water Quiity:The revised project would have reduced area of
disturbance, and wauld therefore have a reduced effect on sur'ace water, grondwater,
drainage, and erosion.
Land Use,P1aiuing,Reereatian, and Agrieulture: The revised praject would have no
change in impacts to Iand use, planniug, recreataon, and agriculture.
• Mi.neraResources: The effects to mineral resourcces would be khe saine as the original
.1
z
