Based on substantial e�ide�ce in the record, the proposed <br /> Comprehensive 20'f 3 Zoning Ordinance Amendment is within the scope of the <br /> previously certified EIR for the purposes of CEQA. <br /> d. Amend Article 25, Combining Districts, in substantially the farm <br /> attached hereto as Exhibft E. <br /> g.
