6.1.A. - Page 2 <br /> ANALYSIS <br /> Three (3) bids were received for the 2012-2013 Asphalt Rubber Chip Seal Project on <br /> April 3, 2013. Six additive bid <br /> items were included in this project. The totals for the additive bid items received were <br /> higher than industry standard and high than staff anticipated. Staff does not recommend <br /> awarding the additive bid items. The total base bid of $866,436 from VSS International <br /> is 8.8% lower than the engineer's estimate of $950,000. Staff attributes this variance to <br /> a highly competitive bidding environment, and the size of the project which allows the <br /> constructor more opportunity to achieve economies of scale. Based upon the bids <br /> received, staff believes that the low bid of $866,436 is reasonable and recommends <br /> awarding the contract to VSS International. <br /> The purpose of this project is to resurface with asphalt rubber chip seal the roadway <br /> segments roughly bordered by Roosevelt Avenue to the north, EI Camino Real to the <br /> east, Woodside Road to the south, and Virginia Avenue to the west. Portions of the <br /> roadway segments roughly bordered by De Anza Avenue to the north, Alameda de las <br /> Pulgas to the east, Eaton Avenue to the south, and Eaton Villa Place to the west will <br /> also be resurfaced. No roadway striping changes will be incorporated with the chip seal <br /> project. Please see the attached project location maps for the chip seal project. <br /> A few weeks after the chip seal is complete, a slurry seal will be applied to the roadway <br /> segments. The award of that contract will be a separate action by the City Council. The <br /> striping installed under the slurry seal will be in compliance with the city's complete <br /> streets policy. The streets proposed for new striping configuration will be presented to <br /> the General Plan subcommittee for direction on public outreach and coordination. <br /> Construction will begin in May and conclude in June. Notification of the proposed work <br /> was mailed to area residents, property owners, and business owners on April 15, 2013. <br /> Residents and businesses will receive additional notice 14 days in advance of the start <br /> of work in their immediate area. Project updates will also be available on the City's <br /> website. <br /> ALTERNATIVES <br /> Council may choose not to award the contract and direct staff to redesign and/or rebid <br /> this project. <br />
