7.A. - Page 2 <br /> planning performance outcomes and objectives. The funding recommendations for the <br /> Action Plan were based on the FY13-14 HUD grant estimates and an estimated <br /> $300,000 of fiscal year 2012-2013 CDBG program income from CDBG revolving loan <br /> funds (dedicated program income) for a total of $1,156,523.00 in federal revenue. If the <br /> actual entitlements vary more than 10% from the HUD estimates the HHCC will make <br /> amendments to these funding recommendations. <br /> Citizen Participation <br /> As a condition of receiving funds, the City is required to follow a "Citizens Participation <br /> Process" to develop the Action Plan. The process adopted by Council involves holding a <br /> number of public meetings and publishing the proposed use of funds for citizen <br /> comment before the Council gives final approval on the use of the funds. In addition to <br /> the City Council public hearing the process for the development, input, review, and <br /> recommendations that constitute the FY13-14 Action Plan is summarized as follows: <br /> • December 2012: The City issued a Notice of Funding Availability (NOFA) <br /> requesting proposals from organizations to carry out activities to meet the needs <br /> identified in Consolidated Plan. A technical assistance workshop was also held to <br /> provide assistance to prospective applicants. <br /> • January 2013: Proposals were received for CDBG and HOME funding. <br /> • February 26, 2013: The HHCC held a meeting to hear agency presentations on <br /> proposals submitted for funding consideration. <br /> • March 12, 2013: The HHCC held a Public Hearing and recommended approval of <br /> funding for activities including statutory and administrative set-asides. <br /> • March 19, 2013: The Planning Commission reviewed the capital projects <br /> proposed in the Action Plan and determined they conform to the City's General <br /> Plan. <br /> • March 22, 2013: A Statement of Community Development Objectives and <br /> Proposed Use of Funds was published for a 30 day citizen comment period. <br /> • May 15, 2013: The City, contingent upon Council's authorization, will submit the <br /> fourth year Action Plan to HUD. <br /> ALTERNATIVES <br /> Council may choose to modify the HHCC recommendations for the FY13-14 Action <br /> Plan. <br /> FISCAL IMPACT <br /> Following timely submittal and HUD approval of the Action Plan, the City will receive an <br /> estimated $856,523.00 in CDBG and HOME entitlement funds for housing and <br /> community development activities for FY13-14. There is $300,000 expected to be <br /> received from principle and interest payments from revolving loans funds (dedicated <br /> program income). The total Action Plan budget for FY13-14, including all sources of <br /> CDBG and HOME program income is $1,156,523.00. <br />
