The funding recommendations for the Action Plan were based on the FY13-14 HUD grant estimates and an estimated $300,000 of fiscal year 2012-2013 CDBG program income from CDBG revolving loan funds (dedicated program income) for a total of $1,156,523.00 in federal revenue. If the actual entitlements vary more than 10% from the HUD estimates the HHCC will make amendments to these funding recommendations. Citizen Participation As a condition of receiving funds, the City is required to follow a "Citizens Participation Process" to develop the Action Plan. The process adopted by Council involves holding a number of public meetings and publishing the proposed use of funds for citizen comment before the Council gives final approval on the use of the funds. In addition to the City Council public hearing the process for the development, input, review, and recommendations that constitute the FY13-14 Action Plan is summarized as follows: • December 2012: The City issued a Notice of Funding Availability (NOFA) requesting proposals from organizations to carry out activities to meet the needs identified in Consolidated Plan. A technical assistance workshop was also held to provide assistance to prospective applicants. • January 2013: Proposals were received for CDBG and HOME funding. • February 26, 2013: The HHCC held a meeting to hear agency presentations on proposals submitted for funding consideration. • March 12, 2013: The HHCC held a Public Hearing and recommended approval of funding for activities including statutory and administrative set-asides. • March 19, 2013: The Planning Commission reviewed the capital projects proposed in the Action Plan and determined they conform to the City's General Plan. • March 22, 2013: A Statement of Community Development Objectives and Proposed Use of Funds was published for a 30 day citizen comment period. • May 15, 2013: The City, contingent upon Council's authorization, will submit the fourth year Action Plan to HUD. ALTERNATIVES Council may choose to modify the HHCC recommendations for the FY13-14 Action Plan. FISCAL IMPACT Following timely submittal and HUD approval of the Action Plan, the City will receive an estimated $856,523.00 in CDBG and HOME entitlement funds for housing and community development activities for FY13-14. There is $300,000 expected to be received from principle and interest payments from revolving loans funds (dedicated program income). The total Action Plan budget for FY13-14, including all sources of CDBG and HOME program income is $1,156,523.00.
