8.D. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> April 22, 2013 <br /> SUBJECT <br /> Resolution of the City Council of the City of Redwood City Approving and Adopting the <br /> City of Redwood City Climate Action Plan <br /> RECOMMENDATION <br /> Adopt by resolution the City of Redwood City Climate Action Plan. <br /> BACKGROUND <br /> In 2006, the State of California passed the Global Warming Solutions Act (AB 32), <br /> which requires the State to reduce its greenhouse gas (GHG) emissions to 1990 levels <br /> by the year 2020 and encourages local governments to reduce emissions in their <br /> jurisdictions by 15 percent below 2005 levels by 2020, and 80 percent below 1990 <br /> levels by 2050. At the regional level, starting in 2007, the County of San Mateo <br /> RecycleWorks and City and County Association of Governments (C/CAG), with funding <br /> from Bay Area Air Quality Management District (BAAQMD), partnered to support local <br /> governments in developing GHG inventories, establishing reductions targets, and <br /> preparing climate action plans. <br /> The City of Redwood City has responded in a number of ways to fulfill its environmental <br /> stewardship responsibilities. It has conducted 2005 and 2010 GHG emissions <br /> inventories for government operations and a baseline 2005 communitywide inventory <br /> with plans to complete a 2010 communitywide inventory later this year. In 2008, <br /> Council adopted by resolution the San Mateo County Energy Strategy, which supports <br /> and reinforces the City's environmental initiatives, energy efficiency and water <br /> conservation efforts, and climate action planning. In 2010, Council acknowledged the <br /> Redwood City Community Climate Action Plan, an earlier version of the Climate Action <br /> Plan which was meant to serve more generally as a community call to action. In the <br /> same year, Council adopted the Redwood City General Plan, which calls for the <br /> preparation of GHG inventories at least every five years, the adoption of emissions <br /> reduction targets, and the adoption of a Climate Action Plan. <br /> ANALYSIS <br /> To fulfill General Plan Programs PS-13, PS-14, and PS-15, in 2012, the City of <br /> Redwood City partnered with C/CAG, with partial grant funding from BAAQMD and <br /> PG&E, to prepare the attached emissions forecast, emissions reduction target, and <br /> Climate Action Plan. The earlier Community Climate Action Plan, acknowledged in <br /> 2010, focused on public outreach to promote awareness of climate action and provided <br /> tools and programs for residents and local businesses to coordinate with the City to <br /> reduce GHG emissions.
