8.D. - Page 2 <br /> Subcommittee, the current Climate Action Plan has been updated to confirm the <br /> feasibility of ineeting the State-recommended reduction target, to focus more narrowly <br /> on programs that will achieve quantifiable reductions in energy and water consumption <br /> and GHG emissions, with emphasis on municipal operations, and to be consistent with <br /> BAAQMD guidelines for qualified GHG reduction strategies and regional climate action <br /> planning. <br /> The Climate Action Plan and its associated forecasts and targets were developed using <br /> the Regionally Integrated Climate Action Planning Suite (RICAPS) initiative. RICAPS is <br /> a comprehensive yet flexible approach to climate action planning that provides <br /> quantifiable measures and accountability at appropriate levels of government, such as <br /> annually tracking transportation emissions through the congestion management <br /> authority instead of at the city or township level. Redwood City is one of 19 jurisdictions <br /> currently participating in RICAPS. <br /> According to Redwood City's GHG inventories and forecast, given projected population <br /> and economic growth and planned state- and federal-level climate actions, 61,930 <br /> metric tons of carbon dioxide emissions would need to be eliminated throughout the <br /> community in order to achieve the state recommended target reductions by the end of <br /> 2020. <br /> The Climate Action Plan includes 15 measures that will allow the City to meet the state <br /> recommended target reductions by 2020. These measures were selected from a list <br /> developed for RICAPS participants and recommended by C/CAG because they are <br /> regionally-applicable, effective, and measurable GHG reduction strategies. Reductions <br /> for each measure were calculated by entering data and assumptions specific to <br /> Redwood City into the RICAPS Manual of Calculations, an excel spreadsheet too. And <br /> individual measures were chosen based on their impact on emissions and <br /> appropriateness and feasibility for Redwood City. To be finalized, the chosen set of <br /> measures was required to meet or exceed the state recommended GHG reduction <br /> target by 2020. <br /> Implementation of many of the measures below has already begun as a result of State <br /> mandates, adopted General Plan policies and programs, and previous Council direction <br /> to staff. The Climate Action Plan accounts for and gives the City credit for the emissions <br /> reductions associated with actions the City has taken since the baseline year of 2005. <br /> Below is a summary table of the recommended measures and their corresponding GHG <br /> reductions calculated using the RICAPS Manual of Calculations. More detailed <br /> information about each measure can be found in the attached CAP. <br />
