8.D. - Page 74
I ntrod uction
General Methodology
Local Government Operations Protocol
A national standard called the Local Governinent Operations Protocol (LGO Protocol) has been developed and
adopted by the California Air ResoLnces Board (ARB) in conjLmction with ICLEI, the California Qiinate Action
Registry, and The Qiinate Registry. This standard provides accoLmting principles,boLmdaries, quantification methods,
and procedLnes for reporting greenhouse gas ernisions from local governinent operations. The LGO Protocol forns
the basis of ICLEI's Qean Air&Cliite Protection Software(CACP 2009),wizich allows local governinents to compile
data and perform the emissions calculations using standardized methods.
Greenhouse Gases and Carbon Dioxide Equivalent
In accordance with LGO Protocol recommendations, CACP 2009 calculates and reports all six internationally
recognized greenhouse gases regulated Lmder the Kto Protocol (Carbon Dioxide, Metlane, Nitrous Oxide,
Hydrofluorocarbons, Perfluorocarbons, and Sulfur Hexafluoride). Emissions sLnniries foLmd throughout this report
also use CACP 2009's ability to combine emissions from the various greenhouse gases into carbon dioxide eqrivalent,
COze.Since equal quantities of each greenhouse gas lave more or less influence on the greenhouse effect, converting all
emissions to a standard metric,COze, allowapples-to-apples coinparisons amongt quantities of all six emissions types.
Greenhouse gas errissions are reported in this inventory as inetric tons of COze(MTCOze).
Table 2 exhibits the greenhouse gases and their global wanning potential(GWP),a measLne of the amoLmt of wanning a
greenhouse gas may cause compared to the amotmt of wanning caused by carbon dioxide.
Tahle d Greenhnuse GaSeS
 . •
 •
Carbon Dioxide COz Combustion 1
Combustion,Anaerobic Decomposition of
Organic Waste(Landfills,Wastewater),Fuel
Methane CH4 Handlin 21
Nitrous Oxide Nz0 Combustion,Wastewater Treahnent 310
H drofluorocarbons Various Leaked Refri ants,Fire S essants 12-11,700
A1Lnnirnnn Production,Semiconductor
Manufacting,HVAC E quipment
Perfluorocarbons Various Manufachin 6,500-9,200
Sulfur Hexafluoride SF6 Transmission and Distnbution of Powwrr 23,900
I I ' ii i 1 i i i i
