8.D. - Page 75
Calculatinq Emissions
In general, errissions can be quantified in twv way.
1. Measurement-based methodologies refer to the direCt measureinent of greenhouse gas einisions from a
monitoring sytem. Emissions measLned this way may include those errritted from a flue of a powr plant, wastewater
treatment plant, landfill, or industrial facility. This method is the most accurate way of inventorying einisions from a
given source, but is generally available for only a few sources of emissions.
2. Calculation-based methodologies refer to an estiiate of einissions CalCUlated bsed upon meas'able activity
data and emission factors.Table 3 provides exailes of corninon ernissions calculations.
Table 5: Basir_ Fmissinns Calr_ulatinns

Electrici Cons tion(ldlowatt hours) COzemitted/kWh COz emitted
Natural Gas Cons 'on(therms) COz emitted/therm COz emitted
Gasoline/Diesel Cons 'on( ons) COz emitted/ on COz emitted
Waste GeneratedbyGoverninent Operations
(tons) CH4 emitted/ton of waste CH4 errritted
The Scopes Framework
This inventory reports greenhouse gas ernisions by sector and additionally by"scope", in line with the LGO Protocol
and WRI/WBCSD GHG Protocol Corporate Standard
Scope 1: Direct errissions from soLnces within a local governinent's operations t1at it owns and/or controls, with the
exception of direct COz emissions from biogenic soLnces. This includes stationary combustion to produce electricity,
steam, heat, and powwrr equipment;mobile combustion of fuels;process emissions from phyical or chemical processin
fugitive errissions tlat result from production, processing, transrrission, storage and use of fuels; leaked refrig+erants;
and other soLnces.
Scope 2: Indirect emissions associated with the consLnnption of purchased or acquired electricity, stearr heating, or
coolin
Scope 3: All other emissions soLnces tlat hold policy relevance to the local governinent that can be meastned and
reported. This includes all indirect emissions not covered in Scope 2 that occur as a result of activities within the
operations of the local governinent. Scope 3 ernision soLnces include (but are not limited to) tailpipe ernisions from
employe coininutes, ernploye business travel, and emissions resulting from the decornposition of governinent-
generated solid waste.
I I ' ii i 1 i i i i
