Under the LGO Protocol, tw� control approaches are used for reporting emissions: operational control or financial control. A local governinent l�as operational control over an operation if it has full authority to introduce and irnplement policies that ii�act the operation A local governinent has financial control if the operation is fully consolidated in financial accoLmts. If a local governinent has joint control over an operation, the contractual agreeinent will l�ave to be examined to see wizo has authority over operating policies and impleinentation, and thus the responsibility to report emissions Lmder operational control. LGO Protocol strongly encourages local governinents to utilize operational control as the organization boLmdaiy for a governinent operations emissions inventory. Operational control is believed to most accLnately represent the emissions soLnces tl�at local governinents can most directly influence, and this boLmdary is consistent with other environinental and air quality reporting program requirerrients.
