8.D. - Page 77
Purchased electricity: These are emissions produced by the generation of powr from ukilities outside of the
jurisdiction.
Fugitive emissions: Emissions tlat result from the Lmintentional release of greenhouse gases into the atmosphere(e.g.,
leaked refrigerants,methane from waste decornposition,etc.).
Process emissions: Emissions fromphyical or cherrrical processing of a material(e.,wastewater treahnent).
Information Items
Infornation iterns are einisions soLnces t1at are not included as Scope 1, 2, or 3 emissions in the inventory, but are
reported here separately in order to provide a more complete picttne of emissions from Redwod Cits governinent
operations.
A coininon emission that is categorized as an information item is carbon dioxide emitted in the combustion of biogenic
fuels. Local governinents will often bn fuels tlat are of biogenic origin (wod, landfill gas, organic solid waste,
biofuels, etc.) to generate powwrr. Coininon soLnces of biogenic einisions are the combustion of landfill gas from
landfills or biogas from wastewater treahnent plants, as wll as the incineration of organic irnmicipal solid waste at
incinerators.
Carbon dioxide emissions from the combustion of biogenic fuels are not included in Scope 1 based on established
international principles. Methane and nitrous oxide ernisions from biogenic fuels are considered Scope 1 stationary
combustion einisions and are included in the stationary combustion sections for the appropriate facilities. These
principles indicate that biogenic fuels (e., wvoc biodiesel), if left to decornpose in the nattnal environinent, wuld
release COz into the atrriosphere, wizere it wvuld then enter back into the nattnal carbon cycle. Therefore, when wvod
or another biogenic fuel is combusted, the resulting COz errissions are aldn to natural errissions and should therefore
not be considered as huin activity-generated errissions. The CH4 and Nz0 emissions, howver, wuld not lave
occred nattnally and are therefore included as Scope 1 emissions.
Infornation iterns quantified for this inventory include:
• Scope 1 COz ernisions frombiofuel constntion to powr back up generaters
• Scope 1 COz ernisions frombiodiesel consLntion to powr vehicle fleet
The en-rissions categorized as information items in fhis inventory are presented below in Table 7.
i i
