Additionally, cost saving projects can be Lmdertaken <br /> now-wizywait to increase the quality of local governinent service and operations,wizile reducing taxpay�r costs? <br /> State of California Tarqets and Guidance <br /> An integral cornponent of the State of California's clirriate protection approach l�as been the creation of three core <br /> emissions reduction targets at the coinirnmity leveL While these targets are specific to the coiTUrnmity-scale,they can be <br /> used to inform eini�sions targets for governinent operations as w�ll. On JLme 1, 2005, California Governor <br /> Schwarzenegger signed Executive Order 5-3-05 establishing climate change emission reductions targets for the State of <br /> California The California targets are an exarnple of near-,mid and long term targets: <br /> • Reduce eini�sions to 20001evels by 2010 <br /> • Reduce eini�sions to 19901evels by 2020 <br /> • Reduce eini�sions to 80 percent below 19901evels by 2050 <br /> The AB 32 Scoping Plan also provides further guidance on establishing targets for local governinents; specifically the <br /> Plan sug�ests creating an emissions reduction goal of 15 percent below "current" levels by 2020. This targ+et has <br /> infonned many local governinent's eini�sion reduction targets for mLmicipal operations—most local governinents in <br /> California with adopted targets l�ave targets of 15 to 25 percent reductions Lmder 20051evels by 2020. <br /> Departmental Tarqets <br /> If possible, ICLEI mcorrunends that Redw�od City consider deparhnent-specific targets for each of the departments <br /> tl�at generate emissions within its operations. This allow�Redw�od City staff to do a more in-depth analy�is of wizat is <br /> achievable in each sector in the near, mid and long tern� and also provides encoLnages department leaders to consider <br /> their deparhnent's impact on the climate and instituke a climate-conscious culttne within their operations. <br /> Creating an Emissions Reduction Strategy <br /> This inventory identifies the rnaj or soLnces of eini�sions from the City of Redw�od Cit�s operations and, therefore, <br /> wizere polic�nnakers will need to target emissions reductions activities if they are to i�ke significant progress toward <br /> adopted targets. For exarnple, since BLrilding and Facilities was a major soLnce of emissions from Redwvod Cit�s <br /> operations, it is possible tl�at the City could meet near-term targets by impleinenting a few major actions within this <br /> sector. Medi�rrterm targets could be met by focusing emissions reduction actions on Public Lighting, Vehicle Fleet, <br /> and E mploy�e Corrnnute. The long term(2050) target will not be achievable without maj or reductions in all of these <br /> sectors. <br /> Please note that,whenever possible,reduction strategies should include cost-saving proj ects t1�at both reduce costs(such <br /> as energy bills) wizile reducing greenhouse gas eini�sions.
