8.D. - Page 97
frequently represent win-win situations in which there is no downside to impleinentation Selecting these proj ects in the
order of largest to smallest benefit ensLnes tlat solid, predictable rettms can be realized locally. These projects lowr
recring expendittnes, save taxpayr dollars, create local j obs,and benefit the commLmity environmentally.
Given the results of the inventory, ICLEI mcorrunends tlat Redwod City focus on the following tasks in order to
significantly reduce emissions from its governinent operations:
• Comprehensive mLmicipal retrofit of edsting bLrilding
• Switch streetlights from incandescent buIbs to Light Emitting Diodes(LEDs)
• Change procureinent policy to specify high fuel efficiency for each vehicle class
• Increase office mcycling and composting,e.paper, cardboarccans, toner cartridges
Using these strategies as a basis for a more detailed overall ernisions reductions strategy, or climate action plan,
Redwod City should be able to reduce its irnpact on global wanning. In the process,it may also be able to irnprove the
quality of its services, reduce costs, stiinulate local economic development, and inspire local residents and businesses to
redouble their own efforts to combat clirriate chang+e.
Improving Emissions Estimates
One of the benefits of a local governinent operations emissions inventory is tlat local governinent staff can identify
areas in their current data collection sytems where data collection can be improved. For example, a local governinent
may not directly track fuel consLntion by each vehicle and instead will rely upon estimates based upon VNI' or
purchased fuel to calculate emissions. This affects the accLnacy of the emissions estimate and may have other
irrtplications for governinent operations as a wizole.
Ding the inventory process, Redwvod City staff identified the following gaps in data tlat, if resolved, wuld allow
Redwod City to meet the mcommended methods outlined in LGO Protocol in future inventories.
• A complete inventory of eqtripment that uses refrig+erants or fire suppression chemicals, including fleet
vehicles, along with direct tracldng of eqripment and vehicle refrigerant recharging
• A comprehensive inventory of fleet vehicles, stationary and mobile generators, and other mobile
eqtripment,along with fuel consuition records
• Direct tracldng of City-lauled solid waste to suppleinent contract waste hauler infornation
I I ' ii i 1 i i i i
