6.1.D. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> April 22, 2013 <br /> SUBJECT <br /> First Amendment to the Memorandum of Understanding for the "Making the Last Mile <br /> Connection Pilot Program" <br /> RECOMMENDATION <br /> Authorize, by motion, the City Manager to execute the First Amendment to the <br /> Memorandum of Understanding (MOU) with the San Mateo County Transit District, the <br /> Peninsula Traffic Congestion Relief Alliance, and San Mateo County for the purpose of <br /> implementing the Making the Last Mile Connection Pilot Program, and authorize the <br /> City Manager to approve and execute subsequent amendments and related project <br /> documents. <br /> BACKGROUND <br /> Federal funding from the Congestion Mitigation and Air Quality Improvement Program <br /> (CMAQ) has been made available for the "Making the Last Mile Connection" (Last Mile) <br /> pilot program in Redwood City, through the Metropolitan Transportation Commission's <br /> (MTC) OneBayArea Climate Initiatives Program. The Climate Initiatives Program is <br /> aimed at implementing innovative projects that will reduce greenhouse gas emissions <br /> and that can be replicated on a larger scale in the region. <br /> The Last Mile pilot program implements transportation demand management (TDM) <br /> strategies in the City of Redwood City for residents, employers, and employees, to test <br /> the contribution that TDM can make toward the regional Sustainable Communities <br /> Strategies. The San Mateo County Transit District (Transit District) is the lead agency <br /> administering the $1.487 million in federal grant funds for this two-year demonstration <br /> project, in partnership with the Peninsula Traffic Congestion Relief Alliance (Alliance), <br /> the County of San Mateo (County), and the City of Redwood City (City) (collectively <br /> "Parties"). Specific project components (and respective lead agencies) include: <br /> • Car share (lead: Transit District) <br /> • Short-distance vanpool (lead: Alliance) <br /> • Telework and flex schedules for County employees only (lead: County) <br /> • Residential and employer/employee targeted marketing (leads: Transit District <br /> and Alliance) <br />
