The City also <br /> offers park impact fee exemptions, reduced traffic impact fees and an in-lieu fee option for <br /> undergrounding of utilities to affordable housing developments. <br /> The City has also significantly streamlined its entitlement process by preparing and approving its <br /> Downtown Precise Plan/ Environmental Impact Report (EIR) and new General Plan /EIR. The <br /> City also prioritizes affordable and special needs housing through its coordinated Plan Review <br /> Committee (PRC) expedited permit processing procedure. As appropriate, the City also utilizes <br /> CEQA exemptions to streamline the plan review process for infill development. <br /> Building Community Element <br /> Adoption: October 11, 2010 <br /> Amendments: <br /> Resolution 1506: Adoption of the New General Plan (October 11, 2010) <br /> Summary: The Building Community Element recognizes Redwood City's history of focus on <br /> improving the quality of life for all. The Building Community Element contains the following <br /> Chapters: Public Places; Urban and Natural Trail Connections; Recreation and Human Services; <br /> Health; Lifelong Learning, Libraries, and Schools; and Childcare. Multiple Building Community <br /> Implementation Measures are ongoing. Zoning Ordinance amendments that will encourage <br /> healthy lifestyles (such as the Mixed Use Corridor Zoning Ordinance Amendment) were adopted <br /> in 2011. <br /> Highlights of accomplishments include: <br /> • Six Farmers' Markets were held in 2012 in Redwood City, encouraging access to healthy <br /> foods. <br /> • The Library has 8,000 literacy story times and youth programs annually, including <br /> intensive parent/baby education classes. <br /> • The City has implemented new technology to enhance the City's operation. Key <br /> accomplishments include expansion of our internal and public facing Geographic <br /> Information System, electronic staff report preparation for internal use, materials <br /> handling upgrade at libraries, upgrade of key fiber connections to enhance data storage <br /> backup and business resumption capabilities, online utility bill presentment and payment, <br /> and the integration of our fire permitting software with accounts receivable. The pilot <br /> proj ect using virtual terminals replacing standalone public PCs at the Main Library will <br /> be expanding into other libraries as well as non-library staff. <br /> Specific status for each implementation program is included in the 2012 Annual General Plan <br /> Progress Report. <br /> 9 � Page <br />
