7.A. - Page 134
commerciaf use, only a vague promise ta asic for an exansion af the parking structure in the future.
Result: an even smaller private marina by s[eight of hand.
In San Francisco at 8 Washington, and along the SOMA waterfront where the Warriors propose a new
arena, there has been extensive public outreach and deelopers agreeing to open tkeir facilities for
public use. Although Pete's would hae a walking and bike trail (sharecf),there is a priate poal,
clubhouse with ipad lounge and exclusie doggie wash, and residentes, all within the public access area.
The develaper touts a kayak water trail use but there does nat appear to be access to facilities that
would encourage effective use of the trail to local and out-of-town acfenturers who set out on a Bay
excursion. At 8 Washington the developer agreecf to open the propased poo!to neighborhood kids that
had no such amenities and the Warriors stadium would hae public baat slips for pulling up to a game.
But in Redwood City, the Planning Cornmission approvec! private baat slips for the condo owners
unanimously with na debate, outreach ar inquiry to the State Lands Comrrrission if this was proper.
There would be na facilities with amenities for the public, een for a commercial fiee, although they
could use nutdoor bocce and pfayground facilities. So no cEag wash for my pug Gibby (bet you wondered
why his phato).
So what's the staus now? Current and former tenants and their friends and supporters have advocated
ta the State Lands Commissiorto not transferthe smaler`consent' Iease (nearer 101)without requiring
liveaboards. The EIR nates 263 slips, so 26 full-time lieaboards would be consistent with BCDC
regulations, and marinas(local and BaywideJ also allaw short-term "extended stay" resident. The kayak
launch can caexist with liveaboards. The sarne deveoper promised that boat launch a#One Marina but
never built it.The City promised a liveaboard ordinance afterthe faifed 2003 Marina Shores statute, and
the 2010 General Plan stated the intent to rotect and foster liveaboards and floating communities. We
can only assume that in lieu of a liveafoard ardinance, the City expected its General Plan to effectuate
tFeirntert.
We need the public to continue to insist that the outer harbor at Pete's Harbor be kept as a futctianing,
fully-used recreational and commerciaf r-iarina with the maximum permitted number of lieaboards,
sufficien parking and access ta amenities for kayakers and liveaboards. Gibby would line up as a aying
customer for his public dog wa5h.
Part 2 of 2 "So, how did we get here"?
The group of current and former tenants that has been working to sae Pete's Harbor since learning of
the priatization attempt in September is now also setting its sights on preventirg privatizatian af any
oher marina on the Bay.There has been talk af such a deeloprr►ent and privatization attempt at Oyster
Coe, but this has yet to be confirmed. The Save Pete's Harbor caalition is starting a drive called SF Bay
Marinas for All, intended to ensure that public trust lands are not conerted into priate access and use
for uplands property owners and dwellers.
At Pete's in Redwood City, remaining tenants inciude those whose koats were so[d in non-working
condition at the marina, in mast instances by the harbor itself.JD was sold a boat in June that had sunk
at Pete's on the very spot he leased it. He is now working feerishly to repa ir it sufficiently ta move the
boat in a safe candition. Anot#er tenant is fixing up a historic Chinese junk that was sald at the harbor
and requires sufficient opportunity ta prepare it for a safe moe.larrad is now in the end-slip in
Redwood City waters outside the harbor's lot line, and was sold that very boat by the harbor, with
