6.1.A. - Page 2 <br /> Five (5) bids were received for the 2012-2013 Slurry Seal Project on May 1, 2013. The <br /> bid results are summarized in the table below. <br /> American Asphalt Repair and Resurfacing Company, Inc. $1,219,153.00 <br /> Windsor Fuel Company $1,224,911.34 <br /> Intermountain Slurry Seal, Inc. $1,231,955.00 <br /> Graham Contractors, Inc. $1,242,325.00 <br /> VSS International, Inc. $1,267,113.00 <br /> The apparent low bid was determined based on the Total Base Bid. The total base bid <br /> of $1,219,153 from American Asphalt is 6.2% lower than the engineer's estimate of <br /> $1,300,000. Staff attributes this variance to a highly competitive bidding environment, <br /> and the size of the project, which allows the contractor more opportunity to achieve <br /> economies of scale. Based upon the bids received, staff believes that the low bid of <br /> $1,219,153 is reasonable and recommends awarding the contract to American Asphalt. <br /> Construction will begin in June and conclude in July. Notification of the proposed work <br /> will be mailed to area residents and business owners on or around May 21, 2013; a <br /> press release was issued on May 1, 2013. Residents and businesses will receive <br /> additional notice 14 days in advance of the start of work in their immediate area. Project <br /> updates will also be available on the City's website. <br /> ALTERNATIVES <br /> Council may choose not to award the contract and direct staff to redesign and/or rebid <br /> this project. <br /> FISCAL IMPACT <br /> Funds under Gas Tax Construction Fund for Street Pavement Management Programs <br /> have been previously approved and appropriated with an available balance of <br /> $1,833,705.23.
