6.1.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> May 20, 2013 <br /> SUBJECT <br /> Award of Contract for the 2012-2013 Slurry Seal Project <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the standard form contract <br /> 00520 for the 2012-2013 Slurry Seal Project to American Asphalt of Hayward, for their <br /> responsive and responsible low bid of $1,219,153.00 and authorize the City Manager to <br /> increase the contract amount, if necessary, up to 10% of the amount awarded. <br /> BACKGROUND <br /> The 2012-2013 Slurry Seal Project is part of the city's Roadway Management System <br /> (RMS) Program, which performs on-going pavement repair and replacement. Pavement <br /> requires repairs for a variety of reasons including general aging, the damaging effects of <br /> traffic loads, weather, intrusive tree roots and water. The Roadway Management <br /> Program inventories, assesses, and tracks maintenance of the city's roadways. <br /> Roadways are selected for resurfacing based on staff's assessment of overall condition <br /> and projects are coordinated to make the most efficient use of resources. <br /> The work of this project will treat cracks in the pavement and apply a thin slurry <br /> application on the designated roadways. Slurry is a cold mixed material comprised of <br /> aggregate, asphalt binder, and additives. It is a cost-effective preventive maintenance <br /> measure that provides a new wearing surface, seals and protects the underlying <br /> pavement from damage due to weather, and extends the useful life of the pavement. <br /> Subsequent to the slurry application, roadways will be restriped similar to their original <br /> alignment. Minor striping changes will take place on some streets to increase the safety <br /> and comfort of people walking and bicycling, consistent with the city's complete streets <br /> goals. Any such changes will be done in consultation with the City Council's General <br /> Plan Subcommittee comprised of Mayor Aguirre and Council Member Pierce. <br /> ANALYSIS <br /> The purpose of this project is to prolong the serviceable life of the included streets by <br /> resurfacing them. The project includes portions of Farm Hill Boulevard, Jefferson <br /> Avenue, Emerald Hill Road, Redwood Avenue, Carson Street, Truman Avenue, <br /> Fairview Avenue, McGarvey Avenue, Maple Street, Roosevelt Avenue, Virginia Avenue, <br /> Vera Avenue, Whipple Avenue, Teredo Drive, Bridge Parkway, Cringle Drive, <br /> Barkentine Lane, Spar Drive, Tiller Lane, Fathom Court, Becket Drive, and Public <br /> Works Corporation Parking Lots (1400 Broadway). Please see attached location map. <br /> A portion of Farm Hill not included in this year's project is where PG&E will be installing <br /> its new gas line. The lower section is recommended for inclusion in the program to <br /> enable crosswalks to be installed at three uncontrolled intersections. <br />
