6.1.B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> May 20, 2013 <br /> SUBJECT <br /> First Amendment to Revocable License Agreement Between the City of Redwood City <br /> and the Redwood City Kiwanis Club for Relocation of the Kiwanis Farmers Market <br /> RECOMMENDATION <br /> Approve, by motion, and authorize the City Manager to execute, Amendment No. 1 to <br /> the Revocable License Agreement Between the City of Redwood City and the Redwood <br /> City Kiwanis Club to Implement a Relocation of the Kiwanis Farmers Market. <br /> BACKGROUND <br /> The Kiwanis Farmers Market takes place each Saturday morning during the months of <br /> April through November, in the City-owned Winslow Street parking lot at the corner of <br /> Winslow Street and Hamilton Street, directly across the street from the City's Middlefield <br /> Road parking lot. Use of the Winslow Street parking lot is through a Revocable License <br /> Agreement between the City and the Kiwanis Club, approved by the Council on March <br /> 19, 2012. <br /> Construction of the Redwood Tower project on the Middlefield Road parking lot is <br /> anticipated to begin in fall of this year. The City is working on a proposal to allow the <br /> developer of the Redwood Tower project to utilize the Winslow Street parking lot as a <br /> construction staging area. Therefore, the Kiwanis farmers market is vacating the <br /> Winslow parking lot by September. There are also future development possibilities for <br /> the Winslow Street parking lot, so the relocation of the farmers market will be <br /> permanent. <br /> ANALYSIS <br /> City staff has been in communication with the manager of the Kiwanis farmers market <br /> since last year regarding the need for identifying a suitable alternate location. The most <br /> suitable new location which City staff and the Kiwanis Club have mutually identified is <br /> on Arguello Street between Marshall Street and a point approximately 530 feet <br /> northwest toward Brewster, and on Bradford Street from Arguello Street to a point <br /> approximately 150 feet northeast (to mid-block) toward Warren. These mid-block points <br /> were selected in order to maintain driveway access to the adjacent properties. <br /> Other possible locations were discussed, including Caltrain's Perry Street parking lot, <br /> the Main Street parking lot, and closed streets around Courthouse Square; however, the <br /> Arguello Street option was determined by both the Kiwanis Club and the City to be the <br /> Page 1 of 3 <br />
