Use of the Perry Street lot would require monthly lease payments from <br /> the Kiwanis to Caltrain, which the Kiwanis did not feel they were able to absorb; the <br /> Main Street parking lot site would require a vendor layout which was deemed <br /> incompatible with the needs of the market; and using the area around Courthouse <br /> Square would require additional street closures in the Downtown core, and the market <br /> scheduling would conflict with numerous Downtown events. The property owners <br /> adjacent to the Arguello Street/Bradford Street site have been contacted and their <br /> questions concerning the potential for trash and debris on their properties have been <br /> addressed, through additional "Rules and Regulations" required of the Farmers Market. <br /> Amendment No. 1 to the Revocable License Agreement between the City of Redwood <br /> City and the Redwood City Kiwanis Club memorializes the relocation of the Kiwanis <br /> farmers market to its new location on Arguello Street/Bradford Street. The terms of the <br /> amendment require that the Kiwanis move its Saturday morning farmers market to its <br /> new location no later than September 1, 2013, meaning that first operational day at the <br /> new location would likely be on Saturday, September 7, 2013. If the Kiwanis wishes to <br /> relocate sooner, it may do so upon five days' advance written notice to the City. The <br /> Amendment also provides that the City Manager may extend the deadline, should that <br /> become feasible due to changes in the Redwood Tower construction schedule. <br /> The City will work with the Kiwanis Club to publicize the new location, and help to ease <br /> the transition for the market's vendors and its customers. <br /> ALTERNATIVES <br /> 1. Do not approve Amendment No. 1 to the Revocable License Agreement between <br /> the City of Redwood City and the Redwood City Kiwanis Club for a relocation of <br /> the Saturday farmers market to Arguello Street/Bradford Street, and instead <br /> explore other alternate locations for consideration. <br /> 2. Approve Amendment No. 1 to the Revocable License Agreement between the <br /> City of Redwood City and the Redwood City Kiwanis Club, with changes as <br /> directed by the City Council. <br /> FISCAL IMPACT <br /> There is no fiscal impact associated with the recommended action. <br /> ENVIRONMENTAL REVIEW <br /> Approval of this Amendment is not a project under the California Environmental Quality <br /> Act (CEQA) as defined in CEQA Guidelines, Section 15378, and to the extent it is <br /> deemed a project, the seasonal farmer's market activity, as proposed by the <br /> Amendment, is exempt from CEQA under CEQA Guidelines, Section 15311. <br /> Page 2 of 3 <br />
