7.C. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> May 20, 2013 <br /> SUBJECT <br /> Informational report on the traffic enforcement strategy for the Redwood City Police <br /> Department <br /> RECOMMENDATION <br /> This report is being submitted for informational purposes only. <br /> BACKGROUND <br /> In March of this year, the Redwood City Police Department concluded a 60-month <br /> contract with Redflex Traffic Systems (Redflex). The intended use of Redflex was to <br /> reduce traffic collisions through the utilization of automated camera systems that <br /> captured red light violations at specific directional flow for the intersections of Whipple <br /> Avenue and Veterans Boulevard. <br /> With the expiration of the Redflex contract, the Redwood City Police Department will be <br /> implementing a multidimensional city-wide approach to traffic collision management that <br /> will utilize a combination of traditional and technical data driven enforcement strategies. <br /> This reconstituted effort will be more purposeful in identifying areas of concern and <br /> directional in the resolution to the identified problem. <br /> ANALYSIS <br /> The department remains committed in its efforts to continually monitor unsafe driving <br /> patterns through the use of existing and emerging enforcement technologies, along with <br /> utilizing data driven analysis models to efficiently and effectively deploy police <br /> resources. The department will utilize a combination of the following strategies to direct <br /> enforcement activities and address on-going collision reduction efforts: <br /> Traffic Collision Software Program <br /> The department is currently investigating the implementation of a traffic collision <br /> software program that correlates collected information from traffic collision <br /> reports, citations, and DUI arrests to provide the basis for data driven analysis <br /> and effective resource deployment. The software analysis program helps to <br /> identify problem areas by the collective frequency of activity. In addition to <br /> frequency, the software provides historical data imperative for pattern analysis on <br /> changes in the area that may be contributing to an increase or decrease in <br /> intersection collisions. The data collection software also provides information not <br /> previously available to assist in preventative solutions and explanations for <br /> collision variations, such as information on the highest degree of injury, collision <br />
