Additionally, data obtained <br /> from the system will provide valuable insight into roadway engineering solutions <br /> and traffic calming measures for high traffic collision areas. Finally, integration of <br /> this system with the city traffic engineering department would eliminate the <br /> duplication of data entry existing in the current model. <br /> Regional Traffic Collaboration <br /> The department will continue to participate in and utilize the combined resources <br /> of the county-wide Saturation Traffic Enforcement Program (STEP). This <br /> program consists of an assembly of traffic officers from local law enforcement <br /> agencies throughout San Mateo County that schedule traffic enforcement days <br /> on a city rotational basis. The mission of the program is to increase traffic safety <br /> on the Peninsula in problem areas and intersections though large-scale saturated <br /> enforcement utilizing motorcycle officers assigned to the STEP team. With <br /> accurate and timely data form our collision analysis software, this valuable <br /> resource will be more directed in their efforts and efficiently integrate into our <br /> multidimensional enforcement strategy. <br /> Internal Subject Matter Experts <br /> One of the Police Department's recent lateral hires collaborated on a collision <br /> data analysis program with a professor at Santa Clara University, during an <br /> assignment with his previous employer. Their combined efforts begin the <br /> baseline development for a predictive enforcement model. The knowledge and <br /> experience of our internal traffic enforcement expert will be a valuable <br /> component to our collision reduction strategy as we explore the potential for <br /> effective implementation of a similar program in Redwood City. <br /> Integration of Specialized Equipment <br /> The utilization of inessage boards and speed display trailers will be incorporated <br /> into the overall traffic enforcement strategy to increase awareness and voluntary <br /> compliance to traffic laws beyond the period where officers are performing <br /> physical enforcement. Major traffic enforcement campaigns will begin with the <br /> placement of inessage boards and speed display trailers days before physical <br /> enforcement begins and replaced for several days after physical enforcement <br /> has concluded. This provides three opportunities to help shape the behaviors of <br /> drivers in the area of concern; two voluntary periods of education and compliance <br /> with one enforcement period in the middle. This enforcement strategy has the <br /> potential to increase the opportunity for behavioral change in driver attitudes by <br /> roughly 66%, from that of a single enforcement period. The same strategy will be <br /> employed on roadways authorized for radar enforcement with increased officer <br /> participation in the radar enforcement program. The cycle can be repeated <br /> immediately or intermittently as circumstances dictate. <br />
