7.C. - Page 3
Enhanced Utilization of Community Input
To add a predictive element, not captured singularly through historical data
analysis, the department's website will be expanded to provide citizens the ability
to register anonymous complaints and advisements on traffic related matters.
Combined with the much anticipated "Public Stuff" mobile smartphone
application, the two methods for information collection will provide the
department with a much needed method of connectivity to the community on
traffic complaint issues.
ALTERNATIVES
City Council may elect to take no action, or provide staff with further direction.
FISCAL IMPACT
There are no expenses associated with the expiration of the automated photo red light
enforcement contract. Due to the time required to process a normal backlog of
violations, the City will be required to continue to pay the salary of two part-time non-
benefitted employees until the end of the current fiscal year. The total combined salary
should not exceed $20,000 and should be covered by the remaining program proceeds.
As the Police Department moves forward with the implementation of a comprehensive
traffic enforcement strategy, there are some potential expenses to consider. The data-
driven traffic collision software program referenced above would cost the department an
estimated $8,500. The option of sharing this expense with another City department
benefitting from this program will be considered.
Speed display trailers and portable messaging trailers range in price from $10,000 to
$22,000 per unit, depending upon equipment capability and system features. Further
analysis is necessary in order to identify equipment suitable for department utilization.
ENVIRONMENTAL REVIEW
This activity is not a project under CEQA as defined in CEQA Guidelines, section
15378, because it has no potential for resulting in either a direct or foreseeable physical
change in the environment.

JR GAMEZ
CHIEF OF POLICE

ROBERT B.
