6.1.F. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> May 20, 2013 <br /> SUBJECT <br /> Award of Contract - 2012-2013 Redwood City Hall Operational, Security and Office <br /> Renovation Project <br /> RECOMMENDATION <br /> Approve, by motion, a contract for the 2012-2013 Redwood City Hall Operational, <br /> Security and Office Renovation Project to RC Benson and Sons, Inc., of Mountain View, <br /> California for their responsive and responsible low bid of $752,879 and authorize the <br /> City Manager to increase the contract amount, if necessary, up to 10% of the amount <br /> awarded, not to exceed $828,170. <br /> BACKGROUND <br /> In 2008 Fisher Freedman (the original City Hall architects) was hired to provide a <br /> schematic design and conceptual cost estimate for office improvements in the City <br /> Attorney's department to address increased staff and to provide secured access to their <br /> area. Because of budget shortfalls the improvements did not proceed. In 2011 a <br /> revised schematic design was prepared that addresses additional building program <br /> changes and provides for improved security and operational efficiency for more effective <br /> staff communication and work flow. <br /> In January 2013, the City executed an agreement with NBBJ for construction <br /> documents, estimating and preconstruction services. In addition to improved security, <br /> the new design improves administrative staff space and better configures the building <br /> for meeting space and teleconferencing. The project was released for bidding on April <br /> 4, 2013. <br /> ANALYSIS <br /> Three (3) bids were received at the bid opening on May 20, 2013 and are summarized <br /> below. <br /> Bidder Bid Amount <br /> RC Benson and Sons Inc $752,879 <br /> Rodan Builders $797,500 <br /> Trico Construction $843,003 <br /> Engineer's Estimate $753,203 <br /> The low bid of $752,879, submitted by R.C. Benson and Sons, Inc., is approximately <br /> 1% lower than the engineer's estimate of $753,203. Staff reviewed several references <br />
