2. Project Communications <br />Consultant will manage Project communications among the team members, report <br />specific information and performance metrics to City departments and management, <br />disseminate information to stakeholders and the general public, and coordinate with City <br />staff for formal City communications. Direct communication between Project team <br />members and the City shall be permitted at all times. Consultant will treat members of the <br />consultant teams, City, TA and community with respect and act in a professional manner at <br />all times. <br />Consultant will participate in face-to-face Project status meetings and Project team <br />meetings, web or video conferences, phone calls, and e-mail, using customary <br />guidelines and templates used by City. Consultant will report Project performance and <br />progress to City departments, management, and officials at key Project milestones. <br />Consultant will provide status updates to key stakeholders using e-mail in a customary <br />format used by City. Consultant will work with the City's Public Communications <br />Manager to support its preparation and posting of Project status updates and <br />documentation on the Project web page on the City's website. <br />All press inquiries will be referred to the City's Communication Manager and/or staff liaison. <br />Additional communication will be as directed by the City. <br />Electronic copies of Project communications will maintained by Consultant and provided <br />upon request and upon Project close-out. <br />3. Scope, Budget and Schedule Control <br />Scope Control - Consultant will use critical elements of the Project scope contained in <br />the PS&E and R/W consultants' agreements with City to manage and control the Project <br />scope. Consultant will continuously assess the variation from the baseline scope, <br />including cause and degree and considering if corrective or preventive action is <br />required. Consultant will review and analyze potential changes required or requested, <br />and process formal changes in a consistent, integrated change control manner. <br />Schedule Control - Consultant will use the PS&E and R/W consultants' schedules to <br />develop a summary -level baseline schedule statement, which in turn will reference the <br />PS&E and R/W consultants' detailed schedules. Consultant will continuously assess the <br />status of the Project schedule with respect to known and potential risks, and work to <br />manage critical factors that might create schedule changes. This will be done in <br />meetings with the PS&E and R/W consultants that focus on detailed schedule <br />performance relating to critical path items. Consultant will rely on the PS&E and R/W <br />consultants to provide relevant, accurate reports to aid in this management process. <br />Schedule variance will be a critical measure, combined with scope and budget variance, <br />to express overall earned value progress versus time. Consultant will expect the PS&E <br />and R/W consultants to consider resource leveling, what -if scenario analysis, <br />adjustments to dependencies and durations, and schedule compression in determining <br />appropriate and necessary course and schedule changes.
