4.18 MANDATORY FINDINGS OF SIGNIFICANCE <br /> Less Than <br /> Potentially Significant Less Than <br /> Significant With Significant No Impact Beneficial Information <br /> Impact Mitigation Impact �P�f Source(s) <br /> Incorporated <br /> 1) Does the project have the potential to <br /> degrade the quality ofthe environment, � � � � � 1-12 <br /> substantially reduce the habitat of a fish <br /> or wildlife species,cause a fish or <br /> wildlife population to drop below self- <br /> sustaining levels,threaten to eliminate a <br /> plant or animal community,reduce the <br /> number or restrict the range of a rare or <br /> endangered plant or animal or eliminate <br /> important examples of the major periods <br /> of California history or prehistory? <br /> 2) Does the project have impacts that are � � � � � 1-12 <br /> individually limited,but cumulatively <br /> considerable?("Cumulatively <br /> considerable"means that the <br /> incremental effects of a project are <br /> considerable when viewed in connectio <br /> with the effects of past projects,the <br /> effects of other current projects, and the <br /> effects of probable future projects)? <br /> 3) Does the project have environmental � � � � � 1-12 <br /> effects which will cause substantial <br /> adverse effects on human beings, either <br /> directly or indirectly? <br /> 4.18.1 Findings <br /> The project would result in temporary air quality,water quality, and noise impacts during <br /> construction. With the implementation of the mitigation measures the identified construction impacts <br /> would be mitigated to less than significant. Because the nature of the identified impacts are <br /> temporary and will be mitigated,the proposed project would not have a cumulatively considerable <br /> impact on air quality,water quality, or noise in the project area. <br /> Removal of the existing trees on the project site during the breeding season could result in the loss of <br /> active nests. With implementation of the identified mitigation measures,the impact would less than <br /> significant. Because of the abundance of available habitat within the City and the planting of new <br /> trees on-site,the removal of the existing trees will not be cumulatively considerable. <br /> The addition of trees and landscaping along the street frontages and throughout the project site would <br /> result in a beneficial aesthetic impact from implementation of the project. <br /> While there are no known subsurface resources on or adjacent to the project site,the project site has a <br /> high potential for buried historic and/or prehistoric resources due to the sites proximity to local <br /> waterways and the known prehistoric occupation of Redwood City. Because the potential cultural <br /> resource impacts from implementation of the project will be mitigated,the proposed project would <br /> not have a cumulatively considerable impact on cultural resources in the project area. <br /> Kensington Assisted Living Facility Project 92 Initial Study <br /> Redwood City Apri12013 <br />
