SECTION 4.0 ENVIRONMENTAL CHECKLIST AND DISCUSSION <br /> OF IMPACTS <br /> This section describes the existing environmental conditions on and near the project area, as well as <br /> environmental impacts associated with the proposed project. The environmental checklist, as <br /> recommended in the California Environmental Quality Act(CEQA) Guidelines, identifies <br /> environmental impacts that could occur if the proposed project is implemented. <br /> The right-hand column in the checklist lists the source(s)for the answer to each question. The <br /> sources cited are identified at the end of this section. Mitigation measures are identified for all <br /> significant project impacts. "Mitigation Measures"are measures that will minimize, avoid, or <br /> eliminate a significant impact(CEQA Guideline 15370). Measures that are proposed by the <br /> applicant that will further reduce or avoid already less than significant impacts are categorized as <br /> "Avoidance Measures." <br /> 4.1 AESTHETICS <br /> 4.1.1 Existing Setting <br /> 4.1.1.1 Project Site <br /> The project site is a relatively flat rectangular shaped 1.1-acre parcel. The area of the project site <br /> nearest the El Camino ReaUOakwood Avenue intersection is currently developed with two one-story <br /> commercial buildings totaling 5,700 square feet. The southern building is a relatively square <br /> building with a flat roof and is covered with vertical wood siding. Canvas awnings cover small <br /> windows on either side of the entrance which is topped with a peaked eave. The building has been <br /> vacant for more than 10 years and is in poor condition. The northern building is a small brick <br /> building in good condition with a pitched roof and prominent front window. A 15-foot tall pole sign <br /> is located in front of the building. (see Photo 1) A tall, free-standing sign is currently located <br /> between the two buildings. <br /> The two buildings are surrounded by surface parking; two small lots at the entrances of each building <br /> and a large lot located behind the buildings in the center of the site. Approximately one-third of the <br /> site near the western boundary is undeveloped but is heavily vegetated. (see Photo 2) The site also <br /> has a row of trees along the southern property line. The remainder of the site has minimal <br /> landscaping which is limited to a few trees around the existing buildings. <br /> 4.1.1.2 Surrounding Land Uses <br /> Development in the project area is a combination of low-rise commercial buildings and housing, <br /> most of which is in good physical condition. (see photos 3, 4, and 5) The project site is adjacent to a <br /> two-story motel to the south, mixed residential to the west,residential and commercial to the north, <br /> and El Camino Real to the east. <br /> The motel(Holiday Inn Express)is a two-story, L-shaped building that faces south into a small <br /> surface parking lot. The motel is in good condition and has a tile roof, a small perimeter wall, and <br /> perimeter landscaping.
