Lastly,the parking lot will not be visually <br /> prominent since it will be located behind the building. <br /> El Camino Real is a mix of architectural styles with no particular design aesthetic being dominant. <br /> Because there is no predominant architectural style on El Camino Real,the proposed building design <br /> would be compatible with the mixed visual character of the area. Furthermore,there are no scenic <br /> vistas or scenic resources on-site and implementation of the proposed project would not block views <br /> of any designated scenic vistas or scenic resources off-site. For these reasons,the development of <br /> the project would not substantially degrade the existing visual character of the site or its <br /> surroundings. (No Impact) <br /> The remnant orchard is visually prominent to persons traveling on Oakwood Avenue as well as from <br /> some residences on Oakwood Avenue. Removal of the trees will result in a considerable visual <br /> change on Oakwood Avenue where large stands of trees are not common. While the visual character <br /> of this section of Oakwood Avenue will be altered,the change will not be significant because the <br /> project proposes abundant landscaping throughout the parking lot and because the proposed <br /> development is consistent with the surrounding land uses. (Less Than Significant Impact) <br /> Light and Glare <br /> The proposed building will be stucco and will not have any reflective finishes on the exterior of the <br /> building. The project would include outdoor security lighting on the site, along walkways, entrance <br /> areas, and within the surface parking lot. <br /> Outside lighting on the project site will comply with the City's zoning ordinance(i.e.,low mounted <br /> and downward casting to reduce trespass light onto adjacent properties) and will be comparable in <br /> brightness to the ambient lighting in the adjacent neighborhood(one foot-candle of illumination). <br /> Therefore,the proposed project will not significantly increase light or glare in the immediate project <br /> area. (Less Than Significant Impact) <br /> 4.1.3 Conclusion <br /> The project would have a less than significant impact on the visual character of the project area. The <br /> project would not create significant additional sources of light or glare and would not impact any <br /> scenic resources. The project would not result in any significant visual impacts.
