Criteria B. The resource retains historic integrity. Integrity is defined as the authenticity of a
property's physical identity, evidenced by the survival of characteristics that existed during the
property's period of significance.
Criteria C. The resource is 50 years old or older(except in rare cases of structures of exceptional
significance).
City of Redwood Citv Criteria
The Redwood City Historic Preservation Ordinance(Chapter 40 of the Municipal Code)is intended
to safeguard the City's heritage by providing for the protection of historic landmarks, encouraging
public knowledge of the City's history, and fostering a sense of identity in the community.
An"improvement"'may be designated a historic landmark or historic site by the City Council and
any area within the City may be designated a historic district by the City Council if it meets the
following criteria:
• It exemplifies or reflects special elements of the City's cultural, aesthetic, or architectural history:
or
• It is identified with persons or events significant in local, State, or national history; or
• It embodies distinctive characteristics of a style, type, period or method of construction, or is a
valuable example of the use of indigenous materials or craftsmanship; or
• It is representative of the notable work of a builder, designer or architect.
A historic resource designated as a City landmark or determined to be eligible for designation as a
City landmark is,by definition, considered a significant resource under CEQA.
There are two existing structures on the project site, a vacant restaurant that was constructed in 1933
and a small retail building that was constructed in 1955. The existing structures on the project site
have been heavily modified over the years and the original architectural styles of the buildings are
indiscernible due to the loss of historic fabric. The basic style of the structures is not representative
of an architectural style which is unique and/or rare in Redwood City, or the region.g
Due to the age of the structure, further analysis of the restaurant building was completed. The
analysis concluded that while the building is more than 50 years old,it is not eligible for listing in the
California Register of Historic Resources (CRHR) or the City's Historic Resources Inventory
because: 1)the building is not associated with events that have made a significant contribution to the
broad pattern of our history, 2)there is no documented association of the building with historically
significant persons, 3)the building does not represent a distinctive architectural style, method of
construction, or high artistic value and was not designed by a prominent architect, and 4)the building
is unlikely to yield information important to prehistory or history.
'An"improvement"is any building, structure, place, parking facility, fence, gate, wall, work of art or other object
constituting a physical betterment of real properiy,or any part of such betterment.
8 Charles Jany,Redwood City Principal Planner.
Kensington Assisted Living Facility Project 32 Initial Study
Redwood City Apri12013
