4.5 CULTURAL RESOURCES <br /> The following discussion is based,in part, on a historic building survey prepared by Richard Brandi <br /> —Architectural Historian in November 2012. A copy of the report can be found in Appendix C. <br /> 4.5.1 Existing Setting <br /> 4.5.1.1 Prehistoric Resources <br /> Prior to mission settlements,the Bay Area was occupied by Native Americans referred to as Ohlones <br /> or Costanoans. Shell mounds, evidence pertaining to the Ohlone occupation of Redwood City,have <br /> been found at Main Street near Woodside Road and near Union Cemetery. These sites are <br /> approximately 0.61 miles north and 0.50 miles northwest of the project site,respectively. Previous <br /> records searches at the Northwest Information Center found three reported but not officially recorded <br /> Native American cultural resources sites and 12 recorded prehistoric sites within Redwood City. <br /> Due to the proximity of the project site to nearby waterways and known occupation sites,the site has <br /> a high probability of containing unknown buried prehistoric resources. <br /> 4.5.1.2 Historic Resources <br /> Definitions of Historic Resources <br /> California Register of Historic Resources <br /> In September 1992,Assembly Bill 2881 was signed which created more specific guidelines for <br /> identifying historic resources during the project review process under CEQA. Consequently,under <br /> CEQA Section 21084.1, a historic resource eligible for the California Register would,by definition, <br /> be a historic resource under CEQA. A historic resource listed in or determined to be eligible for the <br /> National Register is,by definition, also eligible for the California Register. <br /> In order for a resource to be eligible for the California Register,it must satisfy all of the following <br /> three criteria(A, B, & C). <br /> Criteria A. A property must be significant at the local, state, or national level,under one or more of <br /> the following four"Criteria of Significance": <br /> 1. The resource is associated with events or patterns of events that have made a significant <br /> contribution to the broad patterns of local or regional history and cultural heritage of California <br /> or the United States. <br /> 2. The resource is associated with the lives of persons important to the nation or to California's past. <br /> 3. The resource embodies the distinctive characteristics of a type,period,region, or method of <br /> construction, or represents the work of a master, or possesses high artistic values. <br /> 4.
