4.8 HAZARDS AND HAZARDOUS MATERIALS <br /> The following discussion is based,in part, on a Phase I Environmental Site Assessment prepared by <br /> PSI, Inc. in July 2011. A copy of the Phase I report can be found in Appendix E. <br /> 4.8.1 Existing Setting <br /> Hazardous materials are commonly used by large institutions, commercial, and industrial businesses. <br /> Hazardous materials include a broad range of common substances such as motor oil and fuel, <br /> pesticides, detergents,paint, and solvents. A substance may be considered hazardous if, due to its <br /> chemical and/or physical properties,it poses a substantial hazard when it is improperly treated, <br /> stored,transported, disposed of, or released into the environment in the event of an accident. <br /> 4.8.1.1 Site History <br /> Project Site <br /> The project site is a 1.1-acre site that is currently occupied by two commercial buildings, a jewelry <br /> store and a vacant restaurant. The site history presented below is based on aerial photographs,USGS <br /> topographic maps, City directories, and historic Sanborn fire insurance maps. <br /> Based on available information,the restaurant was constructed in the 1930s. Prior to 1930,there is <br /> no record of development on the project site. The original building on-site was operated as a <br /> restaurant from its initial construction until 2000. Since 2000,the building has been vacant. By the <br /> early 1950s,the second building (currently occupied by a jewelry store)was constructed. The <br /> second building has been occupied by various businesses including a travel agency and various <br /> jewelry stores. <br /> Adjacent Land Uses <br /> Aside from El Camino Real which is shown on maps dating back to 1898,the land surrounding the <br /> project site was largely undeveloped until the 1950s when properties to the north and west were <br /> developed with housing. The hotel immediately south of the project site was also developed at this <br /> time. By 1993,the oil changing business at the northwest corner of the Oakwood Avenue/El Camino <br /> Real intersection was constructed. The housing directly adjacent to the western boundary of the <br /> project site was constructed in 2008. <br /> Commercial businesses on the east side of El Camino Real began to be constructed in the early <br /> 1940s. By 1965,the east side of the roadway was built-out in its current configuration. <br /> 4.8.1.2 On-Site Sources of Contamination <br /> Chemical Storage and Use <br /> Chemical storage and use on the project site has likely included moderate quantities of cleaning <br /> supplies,paints, and other chemicals and solvents necessary for the operation and maintenance of the <br /> restaurant and jewelry store. <br /> Kensington Assisted Living Facility Project 45 Initial Study <br /> Redwood City Apri12013 <br />
