It is presumed that the undeveloped area at the western end of the project site is the remnant of a <br /> previous walnut orchard. It is reasonable to assume that pesticides and other agricultural chemicals <br /> were used as part of the normal agricultural operations. <br /> Underground Storage Tanks <br /> Based on available records there are currently no underground storage tanks (USTs) on-site and no <br /> known historical use of USTs on the project site. <br /> Asbestos and Lead-Based Paint <br /> Friable asbestos is any asbestos containing material(ACM)that,when dry, can easily be crumbled or <br /> pulverized to a powder by hand allowing the asbestos particles to become airborne. Common <br /> examples of products that have been found to contain friable asbestos include acoustical ceilings, <br /> plaster,wallboard, and thermal insulation for water heaters and pipes. Non-friable ACMs are <br /> materials that contain a binder or hardening agent that does not allow the asbestos particles to <br /> become airborne easily. Common examples of non-friable ACMs are asphalt roofing shingles,vinyl <br /> asbestos floor tiles, and transite siding made with cement. Non-friable ACMs can pose the same <br /> hazard as friable asbestos during remodeling,repairs, or other construction activities that would <br /> damage the material. Use of friable asbestos products was banned in 1978. <br /> In 1978,the Consumer Products Safety Commission banned paint and other surface coating materials <br /> containing lead. The existing buildings on-site were constructed prior to 1980. Because the existing <br /> buildings on the project site were constructed prior to 1980 it is possible that ACMs and/or lead <br /> based paints are present in the structures. <br /> 4.8.1.3 Off-Site Contamination <br /> A review of environmental databases was completed to evaluate whether contamination on any <br /> nearby properties could impact the project site. Based on a Phase I report,there are two facilities <br /> listed within a one-quarter mile radius of the site that use and/or store hazardous materials. <br /> Quality Care Auto Service(formerly Reliable Auto Repair)—2801 El Camino Real: This facility <br /> was identified due to the use and storage of hazardous materials on-site. No release from this site has <br /> been documented. The facility is upgradient from the project site. <br /> Oil Changers (formerly Coast Oil Station)—2762 El Camino Real: This facility was identified due <br /> to the use and storage of hazardous materials on-site. No release from this site has been documented. <br /> The facility is cross-gradient from the project site. <br /> Three USTs were installed on the Oil Changers site in 1960. The USTs were removed in 1985 under <br /> the supervision of the San Mateo County Health Services Agency Environmental Protection Division <br /> (SMEPD). The tanks were in good condition when they were removed and subsequent soil samples <br /> found minimal petroleum hydrocarbon contamination. The SMEPD issued a No Further Action <br /> letter in July 200L In 1993 a new waste oil UST was installed on-site and is still present on-site. <br /> There is no documented release from the current UST. <br /> Kensington Assisted Living Facility Project 46 Initial Study <br /> Redwood City Apri12013 <br />
