49 HYDROLOGY AND WATER QUALITY <br /> 4.9.1 Existing Setting <br /> 4.9.11 Flooding <br /> Based on the Federal Emergency Management Agency's (FEMA) Flood Insurance Rate Maps,the <br /> project site is located in Flood Zone C. Zone C is an area of minimal flood hazard above the 500- <br /> year flood level. <br /> 4.9.1.2 Dam Failure <br /> Based on the Association of Bay Area Governments (ABAG) dam failure inundation hazard maps, <br /> large portions of Redwood City are located in the Burlingame Reservoir dam failure inundation <br /> hazard zone. The project site is,however,located just outside the inundation area.�� <br /> 4.9.1.3 Seiches, Tsunamis, and Mudflows <br /> There are no landlocked bodies of water near the project site that will affect the site in the event of a <br /> seiche. The project area is flat and there are no mountains near the site that will affect the site in the <br /> event of a mudflow. <br /> Redwood City is adjacent to the Bay,the potential risk of sea waves or tsunamis' impacting the City <br /> is considered low as the City lies approximately 10 miles east of the Pacific Ocean shoreline, outside <br /> the County of San Mateo Tsunami Evacuation Planning Area.�� <br /> 4.9.1.4 Storm Drainage System <br /> The Redwood City Public Works Services Department maintains the storm drainage system which <br /> serves the project site. Stormwater in Redwood City is conveyed into creeks,lined channels, storm <br /> drainage pipes and retention basins, all of which drain directly into San Francisco Bay. <br /> 4.9.1.5 Groundwater <br /> Groundwater in the vicinity of the project site is first encountered at approximately 20 ft bgs and <br /> flows in a northeast direction. The project site is not a designated groundwater recharge area. <br /> 4.9.1.6 Water Quality <br /> Nonpoint Source Pollution Program <br /> In 1988 the State Water Resources Control Board(SWRCB) adopted the Nonpoint Source <br /> Management Plan in an effort to control nonpoint source pollution in California.
