In addition to the noise data provided in the General Plan, noise measurements (one long-term
measurement and two short-term measurements)were completed near the western boundary of the
project site to quantify the existing noise environment near the single-family residences. The
locations of the noise measurements are shown on Figure 6.
The long-term measurement (LT-1)was made near the residences adjacent to the western boundary
of the project site, approximately 75 feet from Oakwood Drive and 315 feet from the center of El
Camino Real. Daytime hourly average noise levels ranged from 51 to 57 dBA and nighttime hourly
average noise levels ranged from 43 to 51 dBA. Maximum instantaneous noise levels ranged from
65 to 70 dBA during the day and 55 to 60 dBA at night. The CNEL ranged from 56 to 60 dBA over
the five day study period.
The first short-term measurement(ST-1)was made along Oakwood Drive, approximately 315 feet
from the center of El Camino Real. The average noise level at this located was 60 dBA. The second
short-term measurement(ST-2)was made at the southeast corner of the project site along El Camino
Real. The average noise level at this location was 69 dBA.
4.12.2 Environmental Checklist and Discussion of Impacts
NOISE
Less Than
Potentially Significant Less Than
Significant With Significant No Impact Beneficial Information
Impact Mitigation pf Pf Source(s)
Incorporated
Would the project result in:
1) Exposure of persons to or generation 1,2,3,11
of noise levels in excess of standards
established in the local general plan
or noise ordinance, or applicable
standards of other agencies?
2) Exposure of persons to, or generation 1,2,3
of, excessive groundborne vibration
or groundborne noise levels?
3) A substantial permanent increase in
ambient noise levels in the project 1,2,3,11
vicinity above levels existing without
the project?
4) A substantial temporary or periodic 1,2,3,11
increase in ambient noise levels in the
project vicinity above levels existing
without the proj ect?
5) For a project located within an 1,2,3
airport land use plan or,where such
a plan has not been adopted, within
two miles of a public airport or
public use airport,would the project
expose people residing or working
in the project area to excessive
noise levels?
Kensington Assisted Living Facility Project 67 Initial Study
Redwood City Apri12013
